Joyce Gail Booten Rumley, age 74 of Gallipolis, died Thursday afternoon January 4, 2024 at her residence surrounded by her family. She was born January 20, 1949 in Gallia County, the adopted daughter of her grandparents, Virgil and Alice Marcum Booten.

Joyce was a 1967 graduate of Kyger Creek High School. She retired from Holzer Clinic as an insurance clerk in 2001 after many years of service. She was a member of the executive board of the Gallia County Democratic Party. She also was a very active member of the Gallipolis Emblem Club #199 where she served as president for several terms. She also served many offices and chairmanships of several committees in the Emblem Club. Joyce loved to travel, and had visited all 50 states and many National Parks and landmarks. Joyce loved and cared for and was always there for all of her grandchildren and great grandchildren.

She is survived by her husband. Russell Donovan ‘Don’ Rumley whom she married in 1968; daughters, Deborah Harrison and Samantha (Mike) Reese; grandchildren, James (Tracey) Rumley, Tyler George, Derek Reese, Savannah Reese and Jared Reese; and by her great grandchildren, Josslyn George and Maxine Rumley.

Memorial Services will be 6:00 PM Wednesday January 17, 2024 at the Waugh-Halley-Wood Funeral Home starting with the Emblem Club Memorial Service followed by the Rev. Alfred Holley. Friends and family may call at the funeral home on Wednesday from 4:00 - 6:00 PM.

The family would like to extend a thank you to Holzer Hospice, especially Natalie for getting Joyce home Christmas Day to be with her family and for the care she received.
