Shoppers slowly trickle back to malls, retail shops
COLUMBUS, Ohio (AP) —
Opening day for retail stores in
Ohio was anything but normal.
Shopkeepers and joggers outnumbered customers in the normally bustling Short North neighborhood of Columbus. Masked
shoppers bunched up in lines to
buy new Air Jordan basketball
shoes inside a Toledo mall lined
with darkened storefronts.
With Tuesday’s reopening of
retail businesses after a nearly twomonth-long shutdown designed
to limit the spread of the coronavirus, Gov. Mike DeWine expects
90% of the state’s economy will be
restarted by week’s end when barbershops, hair salons and outdoor
restaurant dining also comes back.
But if the ﬁrst day of retail shopping is any indication, the revival

of Ohio’s economy will come at a
slow pace.
Even among those who were the
ﬁrst customers back at Toledo’s
Franklin Park Mall, many said they
were there for something speciﬁc.
“I’m a little antsy. I don’t want to
mingle,” said Amber Fryman, who
was getting clothes so she could
return to her job making Jeeps.
“I’m just going from point A to
point B.”
Once inside, though, she found
the store that had her online order
still was closed.
Martie Reed came away disappointed too. Not only was Bath and
Body Works closed, she also saw
too many people not social distancing.
“There’s no reason for me to be in
the mall looking around,” she said.

Roughly two out of three stores
at the mall were closed behind
metal gates. Just a handful of
stands at the food court were open
and all the tables were taped off.
While most store and business
employees now are mandated to
wear masks by the state, it’s up
to individual businesses to decide
whether customers should too.
The beginning of Ohio’s weeklong reopening of businesses came
on a day when the nation’s top
infectious disease expert warned
of “really serious” consequences if
state and local ofﬁcials lift stay-athome orders too quickly.
Still, Ohio is among more than
two dozen states that are moving
ahead with lifting their lockdowns.

GALLIPOLIS —
Albert E. (Gene)
France, 67, of Gallipolis,
passed away at his residence on February 25,
2020. He was the son
of the late Robert E.
(Bobby) France and Bettie (Donny) Postelwaite
France.
Gene graduated from
Gallia Academy in 1971,
then graduated from
Ohio Institute of Photography, later opening
a photography studio
in Gallipolis. Gene was
a talented musician
and played at various
venues in Southeastern
Ohio, West Virginia, and
North Carolina. He also
volunteered his musical
and photography talents
for fundraisers in the
Southern Ohio area.
Gene graduated from

the LPN program at
Buckeye Hills and went
to work with many
homebound patients.
Gene is survived
by his sister, Robin
(Sproose) Browder, of
Chillicothe.
He is survived by
his three daughters,
Nicole (France) Adams
of Gallipolis, Mekenzie (France) Loli of
Charolette, N.C., and
Carly France of Houma,
Louisiana. He has three
granddaughters, Morgan Montgomery, Jill
Montgomery, and Eva
Loli.
Gene leaves behind a
lifelong, trusted friend,
Lewis Bowman.
There will be a private
memorial service in the
late spring for family
and close friends.

Memorial Day parade and program
will not be held this year due to
issues surrounding the COVID-19
outbreak. With the main focus on
keeping people safe and the difﬁculties of maintaining social distancing, keeping groups no larger
than 10, wearing face masks, and
the risks associated with underling
heath issues, the Gallia County
Veterans Service Commission felt
that cancelling the event was the
correct decision. This also follows
state and federal guidelines as currently established, per the Gallia
County Health Department.

to wait as long as possible
to see what new measures
would be set for the state
but ran out of time and
had to make the call.
“We will try our hardest
to make the event happen
again next year, hopefully
bigger and better,” said
Pat. “It will be missed for
sure, but a lot of us will
ride Sunday (May 24) to
keep it an annual ride.”
Pat hopes for a lot of
participation at next
year’s event because they
will be bringing in no
funding this year for the
Meigs Memorial Run as
they typically do.
“Not making money
this year will lower our
funding as we are still
buying gifts this year;
however, we still have the
toy run to try and make
some proﬁt back.”

In the 45 years of the
OHSAA girls basketball state

tournament, it has been hosted
at The Ohio State University
44 times (all but 1986 when it
was hosted at the University
of Akron). However, there are
now a limited number of dates
available to use OSU’s Jerome
Schottenstein Center or St.
John Arena in March.
The 2021 girls basketball
state tournament is scheduled
for March 11-13. The 2021
OHSAA boys basketball state
tournament will be played at
St. John Arena March 18-20.
There is currently no host site
in place for the boys basketball
state tournament in 2022.

Rio hosting Jim Marshall
Memorial golf outing
JACKSON, Ohio — The Veterans Association
at the University of Rio Grande will host their
3rd annual Jim Marshall Memorial Golf Tournament on Saturday, June 13, at Franklin Valley Golf
Course in Jackson County.
The event will begin at 9 a.m. with a shotgun
start and the format is a 4-man scramble. The cost
is $50 per player, plus mulligans are available for
$10 per individual. There is also a $20 skins fee
per team, with cash prizes available for skins.
Prizes will be awarded, plus breakfast and lunch
will be provided. Beer will be available for purchase at the event as well.
Hole and tee box sponsorship is available at a
cost of $100 per hole or tee box.
All funds raised from the event helps Rio
Grande honor veterans at the 2020 Jim Marshall
Veteran of the Year Award Banquet — an annual
event held every year the last Saturday of October.
This year’s banquet is slated for Oct. 31.

World Baseball Classic
to be postponed till 2023
NEW YORK (AP) — The World Baseball Classic will be postponed from 2021 to 2023 because
of the new coronavirus, a person familiar with the
planning tells The Associated Press.
The person spoke on condition of anonymity
Monday because no announcement had been
made. The decision, ﬁrst reported by ESPN
Deportes, must be approved by the WBC board of
directors, which is expected. The board includes
representatives of Major League Baseball, the
Major League Baseball Players Association, the
World Baseball Softball Confederation, Nippon
Professional Baseball and the Korea Baseball
Organization.
The ﬁfth edition of the tournament was scheduled for next March 9-23 in Taiwan, Tokyo,
Phoenix and Miami. The Marlins were to host the
semiﬁnals and ﬁnal along with half of the quarterﬁnals, which also were to be played in Tokyo.
Qualifying had been scheduled for this past
March but was postponed due to the pandemic.

NASCAR set for
‘huge microscope’
as racing returns
CHARLOTTE, N.C. (AP) — NASCAR’s season
started with the Secret Service doing a security
check on the ﬁresuit-clad pole-sitter for the Daytona 500 and thousands of fans waiting hours in
line to pass through a metal detector.
When the season resumes on Sunday some 13
weeks later, drivers will have their temperatures
taken as they enter Darlington Raceway in South
Carolina and they will be wearing masks as they
leave their isolated motorhomes and make their way
to their cars. There will be no fans allowed inside.
Faced with many of its teams falling into ﬁnancial ruin, NASCAR is waving the green ﬂag on a
plan it believes allows the series to safely return to
racing. Only essential personnel will be permitted
into the inﬁeld with strict guidelines on social distancing, access and protective clothing.
There will be no one to boo reigning series
champion Kyle Busch, no pre-race concert, no
pomp and probably no ﬂyover.
The seven races so far announced in May are at
Darlington and Charlotte Motor Speedway, tracks
within driving distance from teams’ North Carolina base. Four are in the elite Cup Series and the
other three are lower-tier Xﬁnity and Truck Series
races.

Spring training could
start in early to mid-June,
a person familiar with the
decision told The Associated Press. The person
spoke on condition of
anonymity because
details of the plan were
not announced.
MLB ofﬁcials are slated
to make a presentation to
the union on Tuesday. An
agreement with the players’ association is needed,
and talks are expected to
be difﬁcult — especially
over a proposal for a revenue split that would be
unprecedented for baseball. Players withstood
a 7 1/2-month strike in
1994-95 to ﬁght off such
a plan.
“If you do anything
that resembles a cap, that
smells like a cap, you’ve
given too much,” said
Dave Stewart, a four-time
20-game winner who is
now an agent and spent
two years as Arizona’s
general manager.
“A salary cap has been
a non-starter for the players as long as I’ve been
in baseball,” said David
Samson, president of the
Expos and Marlins from
2002-17. “I think when
MLB is proposing a revenue split, it is with the
full knowledge that the
players’ union will auto-

matically reject that.”
Each team would play
about 82 regular-season
games: against opponents
in its own division plus
interleague matchups
limited to AL East vs. NL
East, AL Central vs. NL
Central and AL West vs.
NL West.
Postseason play would
be expanded from 10
clubs to 14 by doubling
wild cards in each league
to four.
Teams would prefer to
play at their regular-season ballparks but would
switch to spring training
stadiums or neutral sites
if medical and government approvals can’t be
obtained for games at
home. Toronto might
have to play home games
in Dunedin, Florida.
“We’ll see where we
will be in July,” said
California Gov. Gavin
Newsom, whose state is
the home of ﬁve MLB
clubs and who has talked
with baseball Commissioner Rob Manfred. “We
certainly look forward to

and all sports resuming.
But again, the question
is when and that will be
determined on the basis
of public health and public safety and the spread
of this virus.”
The All-Star Game,
scheduled for Dodger Stadium in Los Angeles on
July 14, likely would be
called off.
Medical issues will be
at the forefront of talks
along with economics.

feels like we’ve zoomed
past the most important
aspect of any MLB restart
plan: health protections
for players, families, staff,

stadium workers and
the workforce it would
require to resume a season,” Washington pitcher
Sean Doolittle tweeted.
“What’s the plan to
ethically acquire enough
tests? … What’s the protocol if a player, staff member, or worker contracts
the virus?”
Teams will propose
that players receive
the percentage of their
2020 salaries based on
a 50-50 split of revenues
MLB receives during
the regular-season and
postseason, which likely
will be among the most
contentious aspects of
the proposal during negotiations with the players’
association.
“These concepts are
beyond the spectrum of
what players have both
fought for and derived
from the CBA from inception: salary caps, methodologies like this are something far aﬁeld from our
working relationship with
Major League Baseball,”
said Scott Boras, the
sport’s best-known agent.
“You certainly know why
they would suggest it.”
That proposal would
take into account fans
being able to return to
ballparks at some point,
perhaps with a small percentage of seats sold at
ﬁrst and then gradually
increasing.
Baseball players have
refused to consider even
the frameworks for the
type of revenue splits that
have been agreed to by
unions in the NFL, NBA
and NHL.
Active rosters would
be expanded from 26 to
around 30. With minor
leagues shuttered, there

likely will be the addition
of about 20 players per
club akin to the NFL’s
practice squad.
Teams would have the
option of holding the
resumption of spring
training at home or at
their facilities in Florida
and Arizona. Most teams
based in Florida appear
to be leaning toward that
option, while Arizonabased clubs are inclined
to work out at home rather than deal with June
heat in the Phoenix area.
Players and teams
agreed to a deal on March
26 that called for each
player to receive only a
portion of salary, determined by what percentage of a 162-game schedule is played. As part of
that deal, if no season is
played each player would
receive 2020 service time
matching what the player
earned in 2019.
But that deal is contingent there being no
restrictions on mass
gatherings at the federal,
state, city and local level;
no relevant travel restrictions in the U.S. and
Canada; and Commissioner Rob Manfred after
consulting the union and
medical expects, determines there is no risk to
playing in front of fans at
regular-season ballparks.
Players and teams committed to “discuss in good
faith the economic feasibility of playing games in
the absence of spectators
or at appropriate neutral sites.” Manfred has
said about 40% of MLB
revenue is tied to gate,
including concessions,
parking, ballpark advertising, luxury suites and
programs.

Cruisin’ Saturday Night Car Show Scholarships awarded
RACINE — Six Meigs
County graduates have
been named as the 2020
recipients of the Cruisin’
Saturday Night Car Show
Scholarship.
Sixteen years ago organizers were approached
by the local post master
about having a car show
to help unveil a new
stamp featuring the 55
Tbird.
“It sounded like fun,
but we wanted it to be for
a good cause. That year
we started the scholarship fund as a way to give
back to the community
and its people,” said Melody Bailey of Hills Classic
Cars.
The ﬁrst show resulted
in a scholarship award
of $400. As of this
year, a total of more
than $59,000 has been
awarded to Meigs County
graduates.
The recipient for this
scholarship must be a

to be awarded to each
high school. A student
planning to go into a

weighted higher, but it is
