RACINE — Rainy remnants of
Tropical Storm Cindy failed to dampen the re-dedication of the Racine
Ohio River Boating Access in honor
of the late Horace W. Karr.
The Meigs County outdoorsman
and conservationist died last year at
age 88 after serving 35 years on the
Ohio Wildlife Council from 1980 to
2015.

was threatening. But Ray Petering,
chief of the Ohio Division of Wildlife
(ODW), said Karr was likely “looking
on from above” and wouldn’t tolerate
rain on the morning’s festivities.
“He (Karr) put his hand out and
stopped the tropical storm,” Petering
joked.
The remark drew chuckles from
the 40-plus people on hand. They
included Karr’s children and grandchildren, ODW staffers, past and current members of the wildlife council
and representatives of both state and
federal ofﬁcials.

MIDDLEPORT — Middleport
Council held a brisk session Monday,
their ﬁnal meeting until the end of
July.
Council adopted the GovPayNet
payment processing framework on
the counsel of Fiscal Ofﬁcer Sue
Baker, which will allow the village to
accept credit and debit payments.
The system is designed for government entities, and has no costs or

fees for Middleport, per Baker.
A customer side fee will be
incurred, but “this is the way the
world works now, people want to pay
online,” she said.

County man has been
sentenced to 40 years
in prison after pleading
guilty to a series of sexual
assault cases over the
past 11 years.
Shawn J. Lawson, Jr.,
26, of Athens, Ohio,
appeared before Judge
George P. McCarthy on
Tuesday to change his
plea in the case.
Lawson Jr. was sentenced to 40 years in
prison.
According to Prosecutor Keller J. Blackburn
in a news release from
his ofﬁce, Lawson, Jr.
became known as the
Athens Serial Rapist
prior to his indictment in
case number 17CR0183

work towards that isn’t ﬁfteen years,” said Wood.
In a 4-2 vote, council approved the purchase
of a new ﬁve-ton dump truck for $54,334, which
included features such as a snow plow and an
extended bed.
Village Administrator Joe Woodall presented
updated quotes to council, after the purchase had
been tabled in a previous meeting pending more
complete pricing.
During discussion, Councilperson Doug Dixon
challenged the need for additional and upgraded
equipment given Middleport’s size.
Woodall responded with his belief purchasing
new paid off in reduced maintenance costs.
Referring to recently purchased vehicles, Woodall said “We have bought new in ‘15 and ‘16 to
replace things that looked like they went through
a war.”
In other business, Councilperson Richard
Vaughan followed up on the local government
impound lot, which in a prior meeting he requested action towards selling the vehicles.
Councilperson Sharon Older requested a copy
of overtime records by village employees in April,
May, and June of this year.
Councilperson Dixon sought an update on Grant
Street, which is under maintenance following a
sewer collapse. Head of Public Works Joe Woodall
said gas leaks had slowed repairs, but work should
be completed soon.
Village Solicitor Rick Hedges reported Salisbury
Township representatives had not yet conﬁrmed
a meeting date for ﬁre protection negotiations.
Council President Emerson Heighton asked Hedges to persist with the overtures.
Bills were paid in the amount of $3,496.20.
The next regularly scheduled meeting of Middleport Village council is July 24 at 7 p.m. in the
Middleport Municipal Building.

All knew Karr’s reputation for voicing salty
opinions on the management of southeast Ohio’s
wildlife and recreational resources.
Occasionally those opinions were at odds with
division policy. But they always reﬂected Karr’s
concern for Ohio’s sportsmen, Petering said.
“He was honest, sincere and selﬂess,” Petering
said of Karr. “God blessed us with Horace.”
First appointed to the wildlife council by thenGov. Jim Rhodes, Karr served a total of six governors — both Republicans and Democrats.
Petering read a laundry list of conservation
achievements by the state during those years.
They included restoration of white-tailed deer,
wild turkey, peregrine falcon and other oncescarce species, as well as the acquisition of thousands of acres of public hunting and ﬁshing lands.
Karr’s part in those achievements are noted on
a plaque that will be erected at the re-named boating access, located a mile south of Racine on State
Route 124.
Construction of the 21-acre facility by the ODW
began in 1999. Discovery of Native American artifacts at the site delayed completion until 2008.
A three-lane launch ramp provides boater access
to the Racine tailwater and the R.C. Byrd Pool
of the Ohio River. Seventy-three boat and trailer
parking spaces, as well as parking spaces for
handicapped boaters and anglers, are additional
features.

holds 55th
reunion
MIDDLEPORT — The
Middleport High School
Class of 1962 gathered
at the First Baptist
Church of Middleport to
celebrate its 55th class
reunion. Lunch was
served after which everyone enjoyed visiting and
looking at the memorabilia on display. Classmates
and guests then went to
the former Middleport
High School, now owned
by the Meigs County
Council on Aging, for a
private tour for all MHS
Alumni. Everyone was
excited about the restoration of their school,
according to organizers.

Opportunities for higher ed

RIO GRANDE — The
University of Rio Grande
and Rio Grande Community
College are taking the
initiative to provide more
residents of Southeast Ohio
with opportunities for higher
education.
As part of this effort, Rio has
partnered with Pike County
Aspire (formerly known as
ABLE) to help Jackson Area
residents take the next steps
to advancing in their preferred
career ﬁeld. Rebecca Long,
vice-president of student &amp;
administrative affairs, said the
partnership with Aspire helps
students shift from the program
and into higher education.
“It’s a wonderful
accomplishment when students
are getting that high school
equivalent. They are so
motivated and ready to move
on to that next step,” Long
said. “Transitioning to a higher
education can still be scary,
so partnering with Aspire and
having the program located
in our Jackson Center helps
the students become more
comfortable and successful
in the college environment.
Our goal is to give students
the skills they need to ﬁnd
employment and support
themselves and their families.”

Amanda Ehman, director of
admissions operations, said
she was honored to speak at
the ceremony and give the
graduates advice to plan the
next step of their education and
career plans.
“This was a very exciting
event. Pike County Aspire
(formerly known as ABLE) has
been part of Rio’s consortium
in Jackson since we were
funded by the Ohio Means Jobssponsored Industry Workforce
Alliance Grant,” Ehman said.
“Now that these graduates
earned the equivalent of their

high school diploma or GED
they have so many more open
doors in front of them. It was
wonderful to celebrate all they
have accomplished and all they
will do in the future.”
Aspire provides adult learners
with the opportunity to learn
basic academic skills necessary
to accomplish their educational
and career goals, offering
classes to adults who want
to prepare for the GED test,
adult diploma program, and
several other career advancing
opportunities. Long said
she enjoys working with the
program because they share
Rio’s mission of providing
learners with the opportunity to
attain high quality education.

been released on bail. Following his sister’s murder, Dr. Henry Nicholas
has dedicated himself to

families across the country constitutional protections and equal rights. Dr.
Nicholas is funding the
effort in Ohio.

Junior Golf
Schedule
POINT PLEASANT,
W.Va. — The schedule for
the 2017 Frank Capehart
Tri-County Junior Golf
League has been released.
The tour ofﬁcially
began on Monday, June
12, at the Hidden Valley Golf Course in Point
Pleasant.
Age groups for both
young ladies and young
men are 10 and under,
11-12, 13-14, 15-16, and
17-19.
The remaining tournaments, courses and dates
of play are as follows:
Wednesday, July 5 at
Cliffside Golf Course in
Gallipolis and Monday,
July 10 at Meigs County
Golf Course in Pomeroy.
The fee for each tournament is $10 per player.
A small lunch is included with the fee and will
be served at the conclusion of play each week.

MASON, W.Va. — The
Meigs Marauder football
team will host a golf
scramble on Saturday,
July 22, at Riverside Golf
Course.
The tournament will
be a four-man, best-ball
scramble that includes
bringing your own team.
The cost of the tournament is $240 per team.
The team must have a
combined handicap of
over 40, and only one
player can have a handicap less than eight.
Registration will begin
at 8 a.m., with a 9 a.m.
shotgun start following.
All checks should be
made available to Meigs
Football.
Various prizes will be
given out on selected
holes and there will also
be a double your money
Par 3 hole, a skins game
and a cash pot. Prizes
will be awarded for ﬁrst,
second and third place
ﬁnishers with club house
credit. Also, new Meigs
football shirts will be
given out. Food and beverages will be available.
This tournament is the
rescheduled event from
April 22, which was canceled due to inclement
weather.

There’s a ﬁrst time for everything.
And in a handful of cases,
there’s another long-awaited
ﬁrst.
The Ohio Valley Publishing area had more than its fair
share of historic occasions
over the past school year,
one that saw numerous ﬁrsts
accomplished and a handful of
droughts come to an end.
Technically, the initial ﬁrst
took place before a single
sporting event was even held
as Point Pleasant made its
return to the Class AA ranks
for the ﬁrst time in ﬁve years.
The OVP sports staff also
picked up Marshall University
football on a full-time basis for
the ﬁrst time.
The tri-county area had some
more obvious ﬁrsts, such as the
Gallia Academy volleyball team
posting an unblemished regular
season record for the only time
in the program’s four-decadelong history.

However, don’t forget that
the GAHS soccer team captured a share of the program’s
ﬁrst-ever league title of any
kind in the Ohio Valley Conference, or that they advanced
to district play for a second
straight postseason — another
ﬁrst for the Blue Devils.
The aforementioned Big
Blacks made the most of their
Class AA gridiron return after
securing the program’s fourth
consecutive unbeaten regular
season, making this group of
seniors the only class to ever
go undefeated (39-0) through
their four years of high school
football.
PPHS not only advanced to
a school-best ninth consecutive
playoff appearance, but the
Red and Black also received
a ﬁrst from sophomore quarterback Cason Payne — who
became the ﬁrst football player
in program history to amass
1,000 yards on the ground and
through the air in the same
regular season.

Boggs became the first divisional champion of the
season in the 2017 Frank Capehart Tri-County Junior
Golf League this summer.

MASON, W.Va. — The weather may
have turned much cooler for the third
round of the Frank Capehart Tri-County
Junior Golf League played at the Riverside
Golf Course, but the competition for the
individual point races warmed up considerably.
After three rounds, there is only one
race that has been ﬁnalized as 46 individual competitors completed their rounds on
Monday in Mason County.
Taylor Boggs in the 18-19 year old ladies
division clinched this title by winning her
third straight tournament with a score of
48. Taylor played most of her round from
the white tees, not the red ladies tees.
The boys section of this age group is
still up for grabs among three young men.
Hayden James is still the leader even
though he was not able to participate in
Monday’s event.
Hayden has accumulated 20 points.
Nathan Redman won today’s round with a
ﬁne score of 39, giving him 18 points for
the season. Curtis Haner ﬁnished second
today and his point total is now 14.
The highly-competitive 15-17 year old

age group had 14 young men and three
young ladies playing in their division.
Jonah Hoback played very well shooting
an excellent 37 for his round. This victory
gave him 10 points and he now has a total
of 18 points for the year.
Second place today went to Jensen
Anderson with his score of 40. This gave
Jensen eight points bringing his total to
22 for the year placing him second in the
points race.
Third place today was a tie between
Levi Chapman and Ryan Harbour with
identical scores of 43. Levi and Ryan split
the total combined points between third
and fourth place or a total of ﬁve each.
Levi now leads this group with 25 points.
Bryce Swatzel ﬁnished ﬁfth today with a
score of 46. Wyatt Nicholson ﬁnished sixth
today with a 47 giving him 12 points for
the year.
Whitley Byrd shot a 47 to give him seventh place today and a grand total of eight
points for the season. It should be noted
that Whitley’s fourth place ﬁnish last week
at the Meigs County Golf Course and was
inadvertently omitted from the story in
