Losses heavy when fire
strikes Mason business
MASON, W.Va. - Losses are
estimated at $250,00010 $300,000 in
a six-alarm fire that started around
II :50 p.m. Thursday at Hogg&amp; Zuspan Lumber in Mason, according to
Chuck Blake, Mason County Emer·
gency Services director.

Bill Zuspan, owner of the business, said today that he did not want

added.

WASHINGTON - Congress always has had trouble dealing with its
home base in America's only constitutional city. Now it is overriding elected government in the District of Columbia, and appointed managers will be
ip charge of major operations, all in the name of reform.

It is needed, but somewhat embarrassing, effectively overruling voters tn
the seat of democratic government.
Republicans say they had to do it, to clean up the mess.
·

· President Clinton said he wanted to aid the city, and Congress insisted on
imposing new management as a condition of the financial rescue, at least
$928 million over five years.
Clinton says he wants tlie new system to mesh with home rule, but ifis
difficult to see how, since: somebody has to be in command, and Congress
has decided it won 't be Mayor Marion Barry or his successor, for at least
four years.
Actually, home rule always had been constrained, since Congress never
yielded its power to review and force changes in local legislation.
And the path to appointed control of major city agencies really began two
years ago, in the law that created a .financial controrboard to oversee operations. That board is taking direct control of them under the new law.
The latest step is the most drastic since Congress granted the District self:
rule, within limits, more than 20 years ago. But there are home-grown troubles.
The place is a financial mess, services have suffered, and. Barry was an
Fasy target, given the crony1sm and bloated bureaucracy of his tenure.
Four agencies were in coun' ordered receivership, and the control board
already had taken charge of schools and police.

Emergency funds rain down like can~y

Earlier this summer, a hue and
cry was heard across lhe land after
Congress and the White House
failed to agree on a package of emergency aid 10 flood victims in the
Midwest But judging from the talc

of the aid dollars go to h.clp those in
the greatest need.
In South Florida. which was devastated four years ago by Hurricane
Andrew, a $600 million trust fund
that was set up by the stale to help
repair damage.t areas has been put to

Much of that money did go to aid
victims of the tragic storm. But
about SIOO million went to areas
and causes that had little to do with
Andrew's destruction.
Citizens Against Government
Waste reports that · some of the
"relief" money went to build
$13,500 art deco lifeguard stands on
Miami Beach. Miami-Dade Community College spent $900,000 of
the money to build a parking garage.
Gov: Lawton Chiles got into the
act, too. He spent S25 million to
build a brand new prison that didn't
exist before the hurricane. The
wealthy Coral Gables community
was given $494,000 from. the trust
fund to compensate for the revenues
lost when golfers had their rounds
rained out by the storm.
State Rep. An Simon said the
trust fund reminded him of a pinata.
"Tbe ill breeze blew into town, the
pinata was blown down and cracked
open, and a lot of local governments
and others scrambled to pick up the
goodies," Simon told the Miami
Herald. "It was hard for (legislators)
to keep focused on our priorities
with all this candy on the ground."
Similarly, the 1994 Nonhridge
earthquake in Southern California
produoed a torrent of relief dollars - some of which stretches the definition of "emergency" aid. As we
reponed last spring, the U.S. Department of Commerce was still doling
out emergency grants more than 40
months after the ground shook.
· In a highly unusual move, the
Commerce Department's Minority
Business Development Agency sent

five staffers across the country to
Southern California to help the University of Southern California write

(Mindy) Hill, all of Racine, and Daniel (Kathy) Hill of Coral Gables, Florida; three brothers, Harry (Katie) Hill, John (Erma) Hill and Dallas (Donna)

The local boys (and gals) harvested a lot of glory in the Harness
Racing Program at the Meigs County Fairgrounds Thursday, \"here
horses of Wilma Sayre Styer, formerly of Racine, and Pat Vaughan,
formerly of Middleport claimed big
victories.
A big field and great excitement
brought the glorious horse racir.5
days of yesteryear to life before a
large grandstand and hillside crowd.
Racing was promoted by the River
Valley Colt Circuit.
Wilma Styer had three horses in
the program and two carne home big
winners with driver AI Jones Aboard.
Styer. along with brothers Brooks
and Dave, grew up in the·Racine area
and have toured the harness racing·
circuit for ·maoy years. Lady's Scoot·

In the third heat and eighth qualifier. Drachen's Mist picked up the
win and Rachel's Reuben with
Brooks Sayre aboard finished second. 'Drachen's Mist was ridden by
Ty Van Rhoden and owned by Diana
Lynn Malone of Waterford.
Geraldine's Hope , of William K.
Lane of Frankfort and ridden by AI

Jones, won the fourth heat, while
Paul Goddard's Not Done Trettin
with Goddand as driver claimed second. Richard Fissell of Cardington
scored an upset win in the ninih heat.
Another Malone horse, Sunrise
Sam, with Ty Van Rhoden aboand,
claimed the fifth and the lOth heats
featuring the same horses. AI Jones
claimed·yet another win in the seventh posting, rallying Fancy Maid in
a whirlwind trot to pick up the win
with a 2:18:2.
Hopeful Patti, owned by Pat.
Vaughan, now of Gallipolis, won the
lith heat with Don Spencer, rider
and trairer aboard. The winning race
t1mc wrc. 2:21:0. .
In the 12th and final round, a
great race developed up front among
winner Siren Sirena. Bailey's Lub
Towner and Summer Fun. Siren

Ramirez was crash.ing into walls,
making running catches and, oh yes,
putting a big-time charge into the

No bonehead baserunning blunders this time.
Tuning out boos. ·laughter and
mean-spirited song tributes on the
radio, Ramirez hod three hits, incluo-ing his 19th homer. two RBis and
two outstanding catches in the outfield as the Cleveland Indians beat
the Detroit Tigers 12-1 Thursday
night.
"I don'l·pay any mind to that,"
said Ramirez, criticized for a truly
ridiculous baserunning error in the

loss. "The ball hit the mitt. Hard.
"There's no need to get all out of
shape. We were getting our butts
kicked. It looked a lot worse than it
was.
One radio station poked fun at
Ramirez by dtiillcllting a new Paul
McCartney song to him - "Young

Carrot Bread
.
2 cups all-purpose flour
I cup chopped nuts
112 cup sugar

1/2 cup brown sugar, firmly
packed
3 tbs . baking powder
I tsp. cinnamon
112 teaspoon salt
·2 cups carrots, finely shredded
112 cup milk
1/3 cup oil
I egg
Heat over to 350 degrees. Grease
and flour the bottom of a 9x5 inch
loaf pan. Combine all ingredients.
mix just until well blended. Pour into
prepared pan,. Bake·at 350 degrees
for 50 to 60 minutes or until tooth·
pi'ck inserted in center · comes out
clean. Cool in pan for 10 minutes
then loosen edges and remove from
pan.

I cup mashed ripe bananas
I cup milk
3/4 cup chunky peanut butter

3 Tsp. vegetable oil

In a mixing bowl combine the first
six ingredients. Then combine.

and vanilla and mix well. Stir that ·
