One Surprise Possihlt

Richard M. Nixon had no idea of re­
treating into oilscurity when he attached
himself to a Los Angeles law firm. But
perhaps even he is surprised at l b e
number of people who have in recent
months undertaken to help him decide
his future.
A large number of Republican pro­
fessionals have been saying again and
again that he "has to run" for governor
of California next year to keep in the
public eye and build a base of new pow­
er.
Others have been just as sure t h i s
could be suicide. as it might weli be if
he lost to Democratic Gov. Edmund G.
(Pat) Brown.
Some observer11 say N lxo.&gt;1 is being
pushed into the background by other
party spokesmen, including former Pre­
sident EisenhowPr, that t h e one-time
vice president was rudely denied a part
in the successful Texas Senate campaign
of Republican John Tower. To this, ii is
said, Nixon simply must give answer.
Very possibly he is well on his way to
doing that. As a politician, Nixon never
was one to leave things to chance if he
could prevent iL
Reports out of California say that a
well-known Nixon aide, i'Jurray Choti­
ner, iB stumping the state to set up new
Republican clubs. No one imagines he is
bent on helpi11&amp; a1,y rivals.
Not long ago a friend of Nixon flatly
told a political reporter in private that
the Californian definitely would seek his
state', governorship in 196 1 .
Others speak with more caution, but
say "If I kad to bet" the wager would be
Nixon will go in California.
He does not have to announce candi­
dacy until early next year. Hence any
flat reports are likely to produce only

Waiting, in this instance, gives him
flexibility and adds plausibilit y to his

candidacy.

Assuming he has largely made up his
mind, he l'an still change il if the pre­
sently quite hopeful GOP prospects in
California should grow dimmer.
Furthermore, the passage of time not
only p�rmits proper groundwork in his
behalf but will giv e him and others the
chance to say that the diligent search for
anothu candidate with t h e necessary
promise has not paid off.
Certain key California Republicans be­
lieve the situation already has moved
1 good way down that road. The see no
practical alternative to Nixon.
As matters stand today , a decision by
him not to go in 1962 is tho only thing
that could really surprise the political
world.

There is no sure way of estimatin g
the damage air pollution in our cities

believed by medical specialists and oth­
ers to be very substanti al.
Estimates have been made that pol­
lution costs us severa l billions a year in
harm to livestock, vegetation, buildings
and materials, property values,

calculable drains on our life and sub­
stance, we must set the fact that United
Stci t�s states and cities together spend
only i9.5 million annually to attack pol­
lution problems, Though hundreds of
cities of varying sizes are afflicted, only
about 100 have control programs with
full-time staffs.
It seems a pretty mousy assault on a
mountainous difficulty .

One Surprise Possihlt

Richard M. Nixon had no idea of re­
treating into oilscurity when he attached
himself to a Los Angeles law firm. But
perhaps even he is surprised at l b e
number of people who have in recent
months undertaken to help him decide
his future.
A large number of Republican pro­
fessionals have been saying again and
again that he "has to run" for governor
of California next year to keep in the
public eye and build a base of new pow­
er.
Others have been just as sure t h i s
could be suicide. as it might weli be if
he lost to Democratic Gov. Edmund G.
(Pat) Brown.
Some observer11 say N lxo.&gt;1 is being
pushed into the background by other
party spokesmen, including former Pre­
sident EisenhowPr, that t h e one-time
vice president was rudely denied a part
in the successful Texas Senate campaign
of Republican John Tower. To this, ii is
said, Nixon simply must give answer.
Very possibly he is well on his way to
doing that. As a politician, Nixon never
was one to leave things to chance if he
could prevent iL
Reports out of California say that a
well-known Nixon aide, i'Jurray Choti­
ner, iB stumping the state to set up new
Republican clubs. No one imagines he is
bent on helpi11&amp; a1,y rivals.
Not long ago a friend of Nixon flatly
told a political reporter in private that
the Californian definitely would seek his
state', governorship in 196 1 .
Others speak with more caution, but
say "If I kad to bet" the wager would be
Nixon will go in California.
He does not have to announce candi­
dacy until early next year. Hence any
flat reports are likely to produce only

Waiting, in this instance, gives him
flexibility and adds plausibilit y to his

candidacy.

Assuming he has largely made up his
mind, he l'an still change il if the pre­
sently quite hopeful GOP prospects in
California should grow dimmer.
Furthermore, the passage of time not
only p�rmits proper groundwork in his
behalf but will giv e him and others the
chance to say that the diligent search for
anothu candidate with t h e necessary
promise has not paid off.
Certain key California Republicans be­
lieve the situation already has moved
1 good way down that road. The see no
practical alternative to Nixon.
As matters stand today , a decision by
him not to go in 1962 is tho only thing
that could really surprise the political
world.

the damage air pollution in our cities

believed by medical specialists and oth­
ers to be very substanti al.
Estimates have been made that pol­
lution costs us severa l billions a year in
harm to livestock, vegetation, buildings
and materials, property values,

calculable drains on our life and sub­
stance, we must set the fact that United
Stci t�s states and cities together spend
only i9.5 million annually to attack pol­
lution problems, Though hundreds of
cities of varying sizes are afflicted, only
about 100 have control programs with
full-time staffs.
It seems a pretty mousy assault on a
mountainous difficulty .
