Racine hosts Party in the Park

RACINE — Party in
the Park began Saturday’s
events with a parade that
included the Southern
Local Marching Band
under the direction of
Audra Wilkinson followed
by an array of ﬁre trucks
from several departments
in the county. Several
ﬂoats promoting candidates and levies on the
fall ballot were included
in the parade, along with
the Party in the Park
Queen candidates.
The Meigs Historical
Society’s ﬂoat, a truck
pulling a recently donated
authentic Weaver Skiff
Boat, was especially
appropriate for a Racine
parade given the boat was
designed and build in the
Village and has been honored with a Meigs Bicentennial Historic Marker.

POMEROY — Meigs County
Road 53, Wipple Road, will be

closed beginning Tuesday, Sept.
10, to allow county forces to
replace several large culverts
between County Road 34, Pine
Grove Road, and State Route 7.
This closing will be in effect for
approximately one month.
MEIGS COUNTY — State
Route 124 will close on Monday,
Sept. 9 to allow crews to replace a
culvert that carries the route over
Forked Run.The closure will be
between the entrance to Forked
Run State Park and Curtis Hollow Road. During the work, trafﬁc will be detoured via SR-248,
SR-7, and SR-681. The project is
scheduled for completion in midNovember, weather permitting.

during the meeting
was the asphalt cost. In
Fields’ bid, the asphalt
cost was $400 per unit,
while in the Tribute bid
it was $240 per unit.
After the letter was
read, council discussed
what action should be
taken on the matter.
Council President
Ben Reed said that
when looking at a $1.9
million project a difference of around $9,000
was not that much.
Reed noted that the
engineering group did
their job and sent the
recommendation, which
he was leaning toward
based on that recommendation.
Fiscal Ofﬁcer Sue
Baker said that it comes
down to if the village
trusts the engineer to
make the recommendation.
Council members
asked if the engineer
recommendation only
looks at the bid or if
it looks at past performance of the companies
as well.
They asked Woodall
about his experience
with the two companies.
Woodall noted that
Fields is currently
working in the village,
working on phase two
of the project, and has
been “very professional
and good to work with.”
Fields has also stayed
on budget as far as
their bid on the current
phase.
Woodall stated he

has no experience with
Tribute.
Council asked Woodall to research Tribute
to ﬁnd out if there have
been other villages satisﬁed with their work,
or dissatisﬁed.
Council asked about
the chances of going
over the bid amount,
with Woodall and Village Solicitor Rick
Hedges noting that
there are always change
orders that will alter the
amount.
Pavement, which is
where one of the biggest differences is in the
bid, is one of the areas
that has a potential for
change orders depending on what is encountered, said Woodall.
Council member
Brian Conde noted that
Choice One appeared
to be concerned with
the asphalt difference of
$400 versus $240 which
is a considerable difference over the course of
a project.
Woodall said he
would not make a recommendation on Monday evening as to what
contractor to select,
but advised that a decision needed to be made
quickly or they would
risk losing funding.
Of the project, a total
of $1,894,092 is grant
funded for the construction phase.
Following a nearly
50-minute discussion,
council decided to
hold another special
meeting, scheduled for
6 p.m., Thursday, in
order to allow time to
research the company
recommended by the
engineer.

“Hannah” Spencer, 70 of
Cheshire, Ohio, passed
away unexpectedly at her
home on Sept. 10, 2019.
She is survived by her
husband of 56 years “Bill”
Spencer; son Wilfred
Spencer III; daughter
Alma Hoover; grandchildren and great grandchildren and nine foster
children in her lifetime.
She was a past Lieutenant Governor in the Capital District of Virginia,
she was a member of
the Eastern Star, served
at the will of the Meigs
County Elections Board,
she really enjoyed serving
as a volunteer at the Huntington Veterans Hospital, she also enjoyed being
a part of the organization
called “Indivisible” which
helps families through difﬁcult times by supporting
food banks and helping
children get ready for the
school year.
Hannah loved to quilt
small lap blankets for veterans who are in wheelchairs at the VA hospital
in Huntington. She would
also gather up books and
magazines to donate to
the hospital as well. She
became a home health

certiﬁed provider and
would use her services for
free to help others.
Hannah was very
active in the Kiwanis, an
organization dedicated to
helping children. She was
secretary and president of
the local Kiwanis.
She was a caregiver for
her husband Bill since
1985 and nursed him
backed to health through
his 14 bouts of cancer
and 62 procedures and
major operations.
She also helped with
the Kiwanis food bank,
Silver Run Food Bank,
and recently the Indivisible food bank. Total
time at this worth while
endeavor is 36 years.
She led her life as a
very caring person helping others anyway she
could. She is now with
the Lord. Hannah’s
wishes were to be an
organ donor and then be
cremated.
A memorial service will
be held on Saturday, Sept.
21, 2019, at 2 p.m. at
the Anderson McDaniel
Funeral Home in Pomeroy.

Woman charged in fatal
shootings loses jail privileges

— A woman charged in
the fatal shootings of
eight people in Ohio has
lost jail phone and mail
privileges after a judge
determined she violated
a court order not to
communicate with her
relatives who also face
charges.

Laynee had a sincere
desire to do something to
contribute, and through
her bake sale efforts she
was able to raise $1,000.
“This tells you about
our community,” said
Mayor Hill. “A student
taking it upon themselves
to raise money for a
splash park doesn’t happen a lot. This just shows
how people feel about
Racine.”
The Splash Pad is
interactive, encouraging
kids to move around to
make the water spray, and
provides a water environment without the risk of
deep water. The design
for the Racine pad included a border using bricks
taken from sidewalks in
the downtown area during past renovations.
“We were able to incorporate a piece of our
history with our newest
addition to Star Mill Park
by using the bricks,” Hill
said.
Planned items for the
pad include a drinking
fountain and USB charging stations, and there
is a bench waiting to
be installed, but no one
noticed what wasn’t there.
Instead, giggles erupted
as kids ran onto the pad
and water began spraying when Laynee Jo Hill
turned on the water to
ofﬁcially open the Splash
Pad.
The Racine community
agrees it was a worthwhile project for the
community that will be
enjoyed for many years to
come.

Festival Pretty Baby
Contest 2019, will be
taking place at Tu-Endie-Wei State Park. The
sign-ups will take place
from 4-4:30 p.m. and
the contest will then be
held from 5-6 p.m. The
required “moth wear” is
a green and black outﬁt, no “glitzy” outﬁts
or pageant dresses are
allowed. The entry fee
is $20 per child, this
contest is open to both
boys and girls. The age
groups will be as follows: zero-six months,
seven-12 months, 13-18
months, 19-23 months,
two years old, three
years old and four years
old. The ﬁrst, second
and third place winners
will be awarded in each
age group along with
optionals. The winners
who place will receive
a trophy and optional
winners will receive
ribbons. The optionals
include prettiest eyes,
prettiest hair, prettiest
smile, best dressed and
best personality. Also,
there will be one overall
fan favorite for one boy
and one girl. These children will be chosen by
the audience based on
monetary votes which
are $1 each. These
winners will receive a
crown, sash and trophy.
On Saturday and Sunday, new and returning
guest speakers will
be holding their discussions at the Point
Pleasant Historic State
Theater as well as at
the information tent.
Also, live entertainment
will be taking place at
the Point Pleasant Riverfront Park amphitheater’s main stage and
on Main Street near
the Point Pleasant Post
Ofﬁce.

Bulldogs won the day, but the
Spartans came home with the
trophy.
The Alexander golf team
captured the 2019 Tri-Valley
Conference Ohio Division
championship outright on
Monday night with a runnerup ﬁnish at the seventh and
ﬁnal match held at Athens
Country Club in Athens
County.
The Spartans were three
shots off the winning pace
posted by host Athens, but
the Red and Black ultimately

wrapped up the fall title by a
single win in the ﬁnal standings.
Alexander (39-3) posted a
ﬁnal tally of 187, while the
Bulldogs (38-4) produced a
winning tally of 184. Meigs
(26-16) placed third — both
on the day and overall — with
a team score of 194.
Vinton County (15-27) was
fourth on Monday with a 204
and Wellston (22-20) placed
ﬁfth with a 210, while River

selected for NAIA

KANSAS CITY, Mo. — University of Rio
Grande men’s soccer head coach Scott Morrissey
is among seven athletes and coaches who have
been selected for induction into the
National Association of Intercollegiate Athletics (NAIA) Hall of Fame.
The announcement came Monday
from the national ofﬁce as part of
the annual NAIA National Awards
Day.
Morrissey, now in his 31st season
Morrissey
as the head coach of the RedStorm,
has built one of the most dominant
programs in the history of the NAIA. In his 30
seasons prior to the current campaign, Morrissey
compiled an impressive record of 480-120-34
(.760). The 480 victories rank third all-time in
the NAIA and his .760 winning percentage is the
second-best among active NAIA coaches.
Morrissey’s 2019 squad currently sits at 6-0
overall and is ranked No. 2 in the latest NAIA
coaches’ Top 25 poll.
“When you receive an honor like this, you quickly get reﬂective - and then it gets overwhelming.
I’ve got a million thoughts in my head regarding
how it’s come about,” said Morrissey. “Usually,
this is the kind of award you receive at the end of
your career, but I still feel like I’ve got a long way
to go. I’m blessed to do what I do. I don’t know
that I’ve worked a day in my life yet.”
Since 2001, Morrissey has led Rio Grande to 18
consecutive NAIA Men’s Soccer National Championship appearances, including two NAIA National
Championship red banners (2003, 2015) and two
NAIA National Runner-Up ﬁnishes (2008, 2016).
The RedStorm advanced to the NAIA semiﬁnals
on six occasions, while also making 10 appearances in the quarterﬁnals.
Under the direction of Morrissey, the RedStorm
have won 18 conference championships, including
10-straight from 1998-2007, for one of the most
dominating runs in NAIA men’s soccer history.
The RedStorm have been a ﬁxture in the NAIA
rankings under Morrissey, having appeared in 118
consecutive top-25 polls - which is the secondmost all-time - and also churned out an unbelievable 112-game regular-season unbeaten streak
from October 21, 2000, to September 16, 2006.

volleyball team won
its 10th consecutive
match and defeated nonconference rival Jackson
for the 10th straight
time on Monday in Gallia County, as the Blue
Angels claimed a sweep
by counts of 25-16, 25-14
and 25-21.

Gallia Academy (111) — which hasn’t fell to
the Ironladies (6-3) since
a ﬁve-game match at
JHS on Oct. 11, 2012 —
pounded out a game-best
13 kills en route to the
25-16 win in Monday’s
opening set.
The Blue Angels won
over 70 percent of their
serves and had a matchbest ﬁve aces aces in the
second game, going up
2-0 in the match with a
25-14 triumph.
The Ironladies saved

their best for last, but
Gallia Academy combined 11 kills and a pair
of aces to win the ﬁnale
by a 25-21 tally.
In the win, GAHS had
