Meigs receives
$400K for
MARCS radios
By Lindsay Kriz

lkriz@civitasmedia.com

POMEROY — The Ohio Department of Commerce Division of State Fire Marshal wants to make
sure local fire departments have the equipment
they need to safeguard lives and property in Ohio.
State Fire Marshal Larry Flowers and his team
on Friday visited the Meigs County 911 Center to
award $389,557 in MARCS (Multi-Agency Radio
Communications Systems) grants to 10 Meigs
County fire departments.
The purpose of the grant program is to offset
the cost of the radio equipment to local governments in the state of Ohio and to promote interoperability between first responders.
Flowers said he was thrilled to present the
check to Meigs County, and added that the money
will allow the county to buy MARCS radio equipment and pay for a year’s user fees for the radios.
“What’s unique about the statewide radio network is that they can take those anywhere in the
state and they will work,” he said.
Stacey Shank, assistant fire chief in Pomeroy,
said getting the grant was a joint effort by many in
Meigs County.

Gallipolis VFW Post 4464 officers and Ladies Auxiliary
members helped spread holiday cheer last week to
resident veterans. VFW members visited several care
facilities in the area wishing each veteran a happy
holiday season and thanking them for their service.
VFW hats and lap blankets were given to each veteran,
showing appreciation and letting them know they are
thought of each day. Post Commander Bill Mangus
and other officers of the VFW also saluted each
veteran in turn and wished them a Merry Christmas.
Mangus said each care facility was “very receptive to
the special occasion and helped immensely.”

THEIR VIEW

There is still
strong case
for term limits
For two decades the group U.S. Term Limits has
advocated capping the service of federal lawmakers and the group maintains that the public is clear
on this issue.
It cites public opinion polls showing 75 percent
support for the concept. The group also recalls
that when the movement was in its infancy in the
mid-1990s, 23 states had enacted caps for elected
tenure. That ended in 1995, however, when the
U.S. Supreme Court struck down state-imposed
limits as unconstitutional, necessitating the drive
for action at the federal level.
Several factors explain why people could be
receptive to U.S. Terms Limits’ push. For example,
the nation has forced presidents to exit office after
two terms since ratifying the 22nd Amendment in
1951.
The Center for Responsive Politics reports that
34 lawmakers will retire when the current congressional session ends. Of those, eight served
at least 30 years, including Michigan Democratic
Rep. John Dingell, who was first elected in 1955,
the year before the country re-elected President
Dwight Eisenhower.
Meanwhile, The Economist noted in October
that the winners of 77 House seats — 18 percent
of the total — would be held by a Republican or a
Democrat who did not face a challenger from the
other party. That was up from 45 seats two years
ago.
Dwindling competition is helped along by the
big money flows to incumbents, redistricting plans
that insulate incumbents and by state laws that
erect barriers to independents and minor-party
candidates getting on the ballot. U.S. Term Limits
argues the problem is worse at the state level. It
pointed to a report by the National Institute on
Money in State Politics revealing that 36 percent
of all state legislative races in 2014 featured just
one candidate.
Public support for term limits might be large,
but appetite for reform in Congress is not. Louisiana GOP Sen. David Vitter’s proposed amendment
would end House members’ service after six years,
and give senators the boot after 12 years. It claims
just 11 supporters. The House version has just
17, including one lawmaker who no longer serves.
With just 28 sponsors in all of Congress, proponents are 330 short of the required minimum for
sending it to the states.
Blowback sometimes appears from the other
direction. Four of the last five presidents have
served two full terms, and during each of their
terms, legislation has been filed to repeal the 22nd
Amendment.
Still, the cynicism in our elections is rampant,
and voters seem more and more to believe they
are doomed to forces outside their control.
To paraphrase Thomas Jefferson, the tree of
public policy is refreshed by the thinking of periodic newcomers.

THEIR VIEW

A really lucky holiday evening

By Daris Howard

For Ohio Valley Publishing

When I lived in Buffalo, N.Y., in
the early 1980s, some of us young
men that were there made friends
with an old bachelor.
His last name was Hatzenbuler,
so we all called him Hatz. He was
the ultimate collector, and, to me,
his house was stacked from one
end to the other with useless junk.
Since he was an organ builder
by trade, he, of course, collected
all sorts of things musical. He had
just about every instrument known
to mankind. He also had a baseball
card collection, a stamp collection,
an antique collection, and most
importantly to us young men, an
old movie collection.
The concept of video tapes was
still in the future, so, in order to
watch a movie, a person had to
either go to a theater, or he had to
have his own movies and a projector. Hatz had literally hundreds of
movies, and his house was stacked
from one end to the other with
canisters containing the reels.
On holidays, when we would
take a break from work, he would
invite us all to gather at his house
and watch Laurel and Hardy, The
Keystone Cops, or similar movies.
Most of these were silent films,
but Hatz was not just an organ
builder, he also played expertly.
He had built a small pipe organ
in his house, and, as we watched
these old silent movies, he would
accompany the film. Sometimes he

would change things up by playing
rock and roll to a horror film, or
scary music to a romantic one.
On one particular Christmas,
the three other young men and I
really had nowhere else to go, so
Hatz invited the four of us to come
to his house. We brought popcorn,
chips, cookies, pop, and lots of
other fun things to eat. Being the
typical bachelor pad, we had to
stack things up in order to have
room to sit, but then we watched
old silent movies until we were
bleary eyed and our stomachs hurt
from laughing. As the evening
rolled around, none of us felt like
cooking, and we were tired of
chips, so we decided to all go out
to eat.
Before leaving, we decided to
take a group picture. We all lined
up in Hatz’s hallway and he set
his camera on a big pile of scrap
books. He set the timer on the
camera and ran back to join us.
We waited until we thought something must be wrong, and just as
he moved to check the camera, it
snapped a picture. It took three
more such attempts before we
finally waited long enough to actually get the desired shot.
About the only restaurant that
was open for dinner on Christmas night was one of three that
claimed to have been the first to
introduce Buffalo Chicken Wings
to the world. It had every kind of
chicken wing from mild to incinerating, and we dared each other

to eat hotter and hotter ones until
we were nearly bleeding from our
eyes from pain, and our taste buds
had been burned into oblivion.
We laughed at each other, gasping
in agony (definitely a guy thing),
until we couldn’t laugh anymore.
Then we headed back to Hatz’s
house.
But when we approached his
front door, we immediately realized that something was wrong.
The door frame was somewhat
splintered and the door was open.
As we stepped into the front hallway, we immediately realized that
Hatz’s nice camera, the one we had
used to take our picture, was gone.
Hatz looked around and found
nothing else missing.
“It’s too bad about your camera,”
I said.
Hatz just grinned. “Actually,
I’m very lucky that it was a dumb
thief.”
“What do you mean?” I asked.
“The camera was sitting on top
of a stamp collection for which I
have been offered $20,000, and
that was on top of my baseball
card collection for which I was
offered more than $50,000. Yes,
sir, it was definitely my lucky day
to have such a stupid thief.”
And I laughed, realizing that if
it had been me, I, too, would have
thought the camera was the only
thing of value.

tices the farmer chooses to put
in place to improve soil and
water quality. Several conservation practices used together as
a management system provide
more environmental benefits
than a single conservation practice. In this example, the farmer
may elect to use a no-till planting
system to minimize soil erosion,
plant a cover crop to improve
soil quality, and use drainage
water management structures to
control sub-surface drainage and
improve water quality.
Ohio NRCS received reduced
funding for EQIP this year which
will intensify the competition
for application selection. Since

EQIP is a voluntary program,
an applicant may select to do as
much or as little as they chose
to address their natural resource
issues. However, applications
with multiple conservation
practices provide a greater environmental benefit, increasing
an application’s chance for selection. EQIP applications with
conservation plans containing
multiple conservation practices
used in a system will outcompete
applications without robust conservation plans.
Applications for EQIP submitted by entities, such as farmers
applying as a corporation, must
register with the Central Con-

tractor Registration (CCR), a
process that can take up to three
weeks. Information about CCR
requirements, including obtaining a Data Universal Number
System (DUNS) number, is
posted on the NRCS website at

Blue Angels top
South Point
By Bryan Walters

bwalters@civitasmedia.com

CENTENARY, Ohio —
A 37-22 surge through the
middle quarters ultimately
allowed the Gallia Academy
girls basketball team to
pick up its second straight
win Thursday night following a 55-45 decision over
visiting South Point in a
non-conference matchup in
Gallia County.
The Blue Angels (4-3)
trailed 15-12 after eight minutes of play, but the hosts
came to life in the second
quarter after going on a
20-13 run en route to a 32-28
intermission advantage.
The Lady Pointers (2-4)
were never closer the rest
of the way as the Blue and
White followed with a 17-9
third quarter charge, which
gave GAHS a comfortable
49-37 cushion headed into
the finale. SPHS closed
regulation with a small 8-6
run to wrap up the 10-point
outcome.
The Blue Angels connected on 20-of-64 field goal
attempts for 31 percent,
which included a 5-of-12
effort from three-point range
for 42 percent. The hosts
also committed 21 turnovers
and posted team tallies of
40 rebounds, 11 assists and
seven steals in the triumph.
Micah Curfman — who
was held scoreless in the first
period — led Gallia Acad-

emy with a game-high 24
points, with 15 of those coming in the second half. Kendra Barnes and Jordan Walker
were next with 10 points
apiece, with Walker recording a double-double with a
team-best 10 rebounds.
Adrienne Jenkins
chipped in seven points to
the winning cause, while
Jalea Caldwell, Grace
Martin and Makenzie Barr
rounded things out with
two points apiece. Barnes
led the hosts with six assists
and Caldwell added a teamhigh three steals.
GAHS was 10-of-19 at the
free throw line for 53 percent, while South Point was
9-of-15 at the charity stripe
for 60 percent. SPHS hit
six trifectas in the setback,
compared to five by the Blue
Angels — who are now 2-2
overall in home contests
after an 0-2 start this season.
Abby Winkler paced
the Lady Pointers with 18
points, despite being held
scoreless in the second
canto. Brooklyn Badgett
was next with eight points,
followed by Madison Kearns
with seven markers.
Leah Lawson and Haley
Rawlins each contributed
four points, while Olivia
Abner and Miranda Boyd
rounded things out with two
markers apiece.

TUPPERS PLAINS, Ohio —
The streak is over.
The Eastern girls basketball
team’s streak of 23 consecutive
Tri-Valley Conference Hocking
Division victories came to an
end Thursday night at the visiting Lady Cats never trailed
and claimed a 55-37 victory at
‘The Nest’.
The Lady Wildcats (7-0, 6-0
TVC Hocking) jumped out to a
5-2 midway through the opening quarter, but Eastern (5-3,
4-1) sophomore Laura Pullins
sank a three pointer to even
the game with 3:18 remaining.
Waterford closed the first with

a 7-2 run and lead 12-7 at the
end of the first.
Eastern began to rally back
in the second canto, cutting
the deficit to one point, 16-15,
with 3:29 remaining in the
half. The Lady Eagles managed just one more field goal in
the period and WHS built its
lead to 24-17 at halftime.
EHS freshman Madison
Williams converted an old-fashioned three-pointer to open the
second half, but the Lady Cats
immediately countered with
an 8-0 run. The Lady Eagles
outscored Waterford 6-to-5 in
a 2:30 stretch, but WHS closed
the third quarter with a 6-to-1
spurt, putting the margin at
43-27.

Six different Lady Cats
scored in the final quarter as
WHS capped off the 55-37 victory with a 12-to-10 advantage
in the fourth quarter.
The Lady Eagles were led by
Pullins and Williams with 14
points apiece, while Hannah
Barringer added four, Elizabeth Collins posted three and
Morgan Barringer rounded out
the EHS total with two points.
“We knew they were good,
much better than people think
they are coming off of last
season with the graduation,”
Waterford head coach Jerry

Tornadoes topple Wahama at buzzer
By Bryan Walters

RACINE, Ohio — It
all came down to who
had the final possession.
In a game that featured
six ties and 18 lead
changes throughout the
course of regulation,
it was Jack Lemley’s
offensive rebound and
putback just before the
final buzzer sounded that
ultimately allowed the
Southern boys basketball team to come away
with a hard-fought 59-57
victory over visiting
Wahama in a Tri-Valley
Conference Hocking
Division matchup in
Meigs County.
Both the Tornadoes
(3-2, 2-2 TVC Hocking)
and the White Falcons
(1-1, 1-1) found themselves deadlocked at 57
in the final minute of
play, but neither team
could break the tie over
the next 50 seconds of
play. SHS had possession and was fouled with
10.5 seconds remaining,
which resulted in the
sixth team foul for the
guests.
On Southern’s ensuing
inbounds play, the ball
went to Tristen Wolfe on
the right wing for an isolation play. Wolfe fired a
three-pointer that hit no
part of the iron, but the
ball landed directly in
the hands of Lemley —
who caught and shot the
ball in a single motion.

basket as the final horn
sounded, allowing the
hosts to earn the onepossession triumph.
Afterwards, the SHS

thought process in those
waning moments — and
being the hero in an otherwise tightly-contested
battle.
“I knew that if Tristen
missed the shot, it was
probably going to go
long and that I needed to
be on the back side for a
rebound,” Lemley said.
“I was just in the right
spot at the right time.
I’m glad I made the shot

we were able to get out

Neither team led by

in the contest, and both

SHS claimed a 13-11
edge after eight minutes
of play, but the Red and
White countered with a
10-4 surge over the opening two minutes of the
second canto — allowing
WHS to secure the largest lead of the night (2114) with six minutes left
in the half.
The Tornadoes, however, answered with a 14-7
charge over the next five
minutes — which ultimately tied the game at
28 with 1:03 remaining.
Wolfe sank 1-of-2 free
throws with 49 seconds
left in the second period,
which allowed Southern
to take a slim 29-28 lead
into the break.
Both teams were
roughly similar in the
stat columns before the
intermission. Wahama
owned a 16-13 edge in
rebounding and committed 11 turnovers, compared to eight giveaways
by the hosts. Both teams

also had seven offensive
rebounds in the opening
16 minutes of play.
The White Falcons
were 11-of-27 from the
field for 41 percent,
which included a 3-of-7
effort from three-point
range for 43 percent.
Southern, on the other
hand, was 10-of-24 overall from the field for 42
percent, including a 2-of6 effort from behind the
arc for 33 percent.
There were five lead
changes and one tie in
the third period, and
neither team led by more
than single possession
over that eight-minute
span. WHS twice led by
two points with under
three minutes left in the
canto, while the hosts
closed the quarter on a
5-0 run — allowing SHS
to turn a 39-37 deficit
into a 42-39 edge headed
into the finale.
Wolfe opened the
fourth with a basket 14
seconds in, allowing the
Tornadoes to take their
largest lead of the second

half at 44-39. The guests,
however, answered with
a 10-3 charge to reclaim
the lead at 49-47 following a Hunter Rose bucket
with 5:09 remaining.
The lead changed
hands four more times
over the next three-plus
minutes, with Wahama
holding its final advantage of the night at 55-54
with 1:55 left to go.
Bradley McCoy drilled
his third timely trifecta
of the night with 1:12
remaining, giving the
Tornadoes a 57-55 edge.
Rose, however, countered
with a basket with 60 seconds left to knot things
up at 57-all — setting up
the dramatic conclusion.
Wahama finished the
night by outrebounding
SHS by a 29-23 overall
margin, which included
a 15-12 edge on the
offensive glass. The
guests also committed 17
turnovers in the setback,
compared to 15 miscues
by the Purple and Gold.

THE PLAINS, Ohio — A
36-17 first half surge provided
host Athens with all of the cushion it would need Thursday night
during a 63-26 victory over the
Meigs girls basketball team in a
Tri-Valley Conference Ohio Division matchup at McAfee Gymnasium in Athens County.

The visiting Lady Marauders
(3-3, 1-3 TVC Ohio) fell behind
18-7 after eight minutes of play
and were never closer, as the
Lady Bulldogs (5-3, 3-0) followed
with an 18-10 second quarter run
en route to a 19-point halftime
advantage.
AHS — which has now won
five straight after starting the season 0-3 — went on a 12-5 run in
the third for a 48-22 edge headed

into the finale, then made a 15-4
run to close regulation for the
