Council OKs speed limit
Speed limit is now 35 mph exiting, driving under Pomeroy-Mason Bridge
By Lindsay Kriz

lkriz@civitasmedia.com

POMEROY — Monday
night’s Pomeroy Village Council meeting saw the official
change of a speed limit in
Pomeroy.
Ordinance No. 767 changes
the speed limit, starting at
the Pomery-Mason Bridge
eastward to the traffic light,
from 25 mph to 35 mph. The
speed limit traveling under the

bridge has also changed from
25 mph to 35 mph.
Mayor Jackie Welker said
it was about time the change
was finalized since he officially
began working on it in April
2013.
“I thought 25 (mph) coming off the bridge is a little
ludicrous,” he said. “And that’s
where we’re getting a lot of
negative publicity about being
a speed trap.”

Orientation
welcomes
new teachers

Sonya Wolfe’s name was also
officially removed from the
old bank accounts, and Welker
said the state auditor’s office
recommended Susan Baker,
of Middleport, as a temporary
clerk. He added that this will
not affect her work in Middleport.
The council is also continuing the Waterline Replacement
Project and Water System
improvements, although Welk-

er said there’s nothing new to
report beyond that.
Improvements as part of the
project will include upgrades
to the water treatment plant
and booster stations, and
repairs and replacements to
storage facilities and waterlines. Upgrades at the treatment plant will include work
on the wells and filters. These
improvements will provide an
additional 200,000 gallons of

water per day to the current
system.
It was reported during the
meeting that six former police
vehicles have been sold for a
total of $9,400. The vehicles
included a 2004 Dodge
Dakota, a 2006 Chevy Impala,
a 2003 Crown Victoria, a 2005
Crown Victoria, a 2006 Crown
Victoria and a 1997 Chevy
Blazer.
In regards to the Senior
High building, the council
voted to get an appraisal on
the building before setting a
price on it.

THEIR VIEW

GOP could
hitch ride
to success
A minority party in an off-year election faces an
interesting predicament. On the one hand, it’s easier to advance a positive agenda, because there’s no
presidential race to intensify the mudslinging.
On the other hand, it’s harder to get voters’
attention than it is when control of the White
House and Congress is on the line.
That’s why the nightmare scenario for the GOP
isn’t a blowout at the ballot box. It’s a softer, quieter defeat — as voters simply ignore the moves
Republicans are making to put a fresh face on the
party.
But there’s a way out of the trap. If conservative
candidates can use something new to catch the
attention of just a slice of the electorate, they get
more than a good shot at locking in votes.
They get an opportunity to leverage that interest
into the kind of larger narrative that’s tough to put
together when only a relative few congressional
seats shift hands.
From that standpoint, there’s a lot of sense in
the GOP’s recent decision to throw its full support
behind Uber, the embattled transportation network
company. The Republican National Committee
recently debuted a full-throated petition on its
GOP.com website, urging would-be signatories to
show their support for Uber.
In the name of “free market principles, entrepreneurial spirit and economic freedom,” the RNC
lambastes “taxi unions and liberal government
bureaucrats” for blocking Uber in city after city
— stringing up “unnecessary red tape” and “strangling regulations.”
Political analysts hailed the move as a no-brainer. “Republicans see it as the perfect opportunity
to help sell the GOP’s free-market, lower-regulation
message to a younger generation of voters they’ve
struggled to win over in the past few elections and
who often feel alienated by the GOP’s social conservatism,” as Politico put it.
But there’s even more to the politics of Uber
than that. “Social conservatism” has always been
an awkward, abstract code word for a traditional moral worldview. Today, however, the word
“social” has a very specific, lived-in definition for
the young and forward-thinking constituency that
Republicans can court with Uber.
For them, “social” doesn’t imply religious attitudes about ethics. It means what it means on the
Internet — the networked sharing of everything,
from news to entertainment to goods and services.
Younger voters aren’t naive about social commerce,
online and off. But they know the upside when they
see it, and they take advantage of it every day.
There’s a big opening for a brand of conservatism that presents itself as social in this 21st
century way. In a new telling, the Left doesn’t “get”
social. It offers a huge, clumsy government that
isolates individuals by stopping them from associating freely for their mutual benefit.
Like any bold strategy, there are pitfalls surrounding the Uber-ization of the GOP. Going all
in on the social economy means opening the party
up to charges that it’s more like Airbnb — too disruptive, too ripe for abuse and too careless about
habits and standards built up over time. Ironically,
establishment Democrats could paint 21st century
conservatives as being too unconservative!
But that would indicate a real sea change for
Republican fortunes. It’s easier for the GOP to dial
down its support for disruption than it is to dial up
the excitement level among young, savvy voters.
That’s why the party’s embrace of Uber is probably just the beginning.

It’s only after the ensuing

Iraq — after being largely pacified
by 2009 — would have fallen apart
even if we had maintained a residual force. But troops on the ground
gave us the influence to restrain
Maliki from his worst instincts.
Without the U.S. as an honest
broker, it has been downhill ever
since. Lt. Gen. Michael Barbero,
the former deputy commander in
Iraq, told Filkins, “Everything that
has happened there was not just
predictable — we predicted it.”
Iraq is perhaps the purest
expression of the Obama doctrine.
We removed ourselves entirely
from the country on the assumption that we could diminish our
influence without baleful consequence and that there were effective substitutes to military power.
Now that the most powerful terrorist group of modern times controls
large parts of Iraq and neighboring
Syria, we are back at war, although
without the requisite seriousness
or comprehensive strategy.
What is happening in Iraq is
exactly what we fought to prevent
with the surge in 2007 and 2008.
It is heartbreaking commentary
on President Obama’s recklessness
that we are now in an arguably
worse position, with fewer options
to reverse it. He never ended the
Iraq War, as he so proudly said. He
only abandoned it.

Some tracks change rules
By Luke Meredith
Associated Press

Stephen M. Dowell | Orlando Sentinel | MCT

Tony Stewart answers questions during NASCAR Media Day on Thursday, Feb. 13,
2014, at Daytona International Speedway in Daytona, Fla.

NASCAR could issue an
edict as early as this weekend’s
race at Michigan International
Speedway that makes it mandatory for drivers to stay in
their cars until safety personnel arrive.
Tracks around the country
have changed their rules in the
wake of Kevin Ward Jr.’s death
in a sprint car race.
Ward was sent into the wall
when his car was bumped by
Tony Stewart’s in a dirt-track
race on Saturday night in
Canandaigua. Ward got out
of the car and walked onto
the track, where he was hit by
Stewart.

Brewerton Speedway and
Fulton Speedway, New York
dirt tracks under the same
management, announced new
rules that drivers would be
required to stay in their cars
during an accident.
“If a driver, for whatever
reason, exits a car on the track
during a caution period, the
race will automatically be
placed under a red flag and all
cars will come to a complete
stop,” a news release on the
tracks’ website says. “A driver
may exit a car if requested by
a safety crew member or if
safety warrants in cases such
as a fire. Drivers that exit a car
without permission, for whatever reason, are subject to fine
and/or suspension at the dis-

cretion of track management.”
Brad Keselowski, the 2012
Sprint Cup champion, said it
could be tough for NASCAR to
enforce a similar rule.
“I’m not aware of any rule
or law that works without the
ability to enforce it,” he said.
“I don’t know how you can
enforce a rule like that unless
you had a robot on the track
to grab the person and put
them back in the car. The only
way you can enforce it is with
a penalty system afterwards.
Really, at that point, it’s not
effective. It’s a difficult rule to
try to make work.”

Napoli homer
lifts Sox to
win over Reds
CINCINNATI (AP)
— Mike Napoli had
the perfect scenario.
He didn’t waste it.
Napoli hit a two-run
homer and drove in
three runs to help the
Boston Red Sox wrap
up their first winning
road trip of more
than three games this
season with a 5-4 win
over the Cincinnati
Reds on Wednesday.
“It was nice to have
a winning road trip,”
the Boston first baseman said. “We’re playing better baseball. I
thought there were a
couple more games
we could’ve had.”
Napoli took advantage of a 2-0 fastball
from Reds starter
Mike Leake in a ballpark known for yielding home runs.
“He got a fastball
down and away, and
he’s a pretty good
opposite-field hitter,”
Red Sox manager
John Farrell said. “In
this ballpark, that’s
a decisive combination.”
Right-hander
Anthony Ranaudo
became the first Boston rookie to start
his career 2-0 since
Justin Masterson
won his first three in
2008 and the Red Sox
finished their eightgame trip with five
wins.
Skip Schumaker
and Cincinnati starting pitcher Mike
Leake each hit their
second home runs
of the season, but
the Reds still ended
their seven-game
home stand with a
3-4 record after opening by sweeping a
two-game interleague
series against in-state
rival Cleveland.

“It is certainly frustrating,” Schumaker
said. “Mike gives us
a chance to win every
time out. It would
have been nice to give
him a chance or take
him off the hook.”
Burke Badenhop
and Junichi Tazawa
each pitched one
perfect inning before
Edward Mujica overcame back-to-back
leadoff singles in the
ninth for his third
save.
Schumaker and
Leake each hit solo
home runs in the
bottom of the fourth
to give the Reds a
3-2 lead. The Red
Sox immediately
responded with two
outs in the fifth on
Yoenis Cespedes’ RBI
single and Napoli’s
361-foot, oppositefield homer to right,
his 15th homer of the
season and second of
the trip.
Ranaudo allowed
eight hits and four
runs with one walk
and one strikeout in
six innings.
Leake (9-11) lasted
five innings, his
shortest outing in
11 starts since going
five innings on June
15 at Milwaukee. He
allowed eight hits and
five runs with one
walk and three strikeouts.
Boston reached
Leake for two runs
with just one hit in
the first. Leake’s
wild pitch set up
Daniel Nava’s RBI
single, and Nava later
scored on Napoli’s
slow grounder to
third baseman Todd
Frazier, whose throw
home was too late to
get the runner.

CHALLENGING START: West
Virginia’s schedule is front-loaded
with tough tests against Alabama
on Aug. 30 in Atlanta, the Sept. 6
home opener against FCS runnerup Towson, a Sept. 13 road game
against a Maryland team that beat
West Virginia 37-0 last year, and
the Big 12 opener at home Sept. 20
against Oklahoma.
SHORE UP THAT DEFENSE:
West Virginia surrendered 33
points per game last season, ranking 99th in the Bowl Subdivision.
Tony Gibson was promoted to
defensive coordinator after Keith
Patterson left for Arizona State
and the Mountaineers hired former
longtime Penn State assistant Tom
Bradley to oversee the defensive
line. West Virginia must replace six
starters from the unit that allowed
455 yards per game and surrendered four second-half leads in its
final six games.
UNHAPPY RETURNS: West
Virginia will try to infuse some life
in its return game. The Mountaineers averaged a league-low 3 yards
on punt returns and 18.6 yards
on kickoff returns in 2013. Freshman quarterback William Crest is
among those who could get some
special teams work, although for
now Holgorsen is looking at wide
receivers Jordan Thompson and
Mario Alford for returning punts,
and running back Wendell Smallwood, Alford and Thompson on
kickoffs.

Charlotte bids to host NBA All-Star game
at the suburban Charlotte
Coliseum, which has since
been demolished.
The Hornets now play in
a downtown arena.
Whitfield estimated
Tuesday the arena, which
opened in 2005, would need
between $42 million and
$43 million in upgrades.
“The City Council at
some point will receive the
presentation on the results
of the discussions that we
have had,” Whitfield said.
“It has yet to be determined
and it will be soon. Again,
we want to make sure that
our arena is very competitive with and against the
rest of the region with high
quality and high fan experience.”
Whitfield said those
improvements to the arena
will most likely be funded
with hospitality tax revenues.
The team has openly discussed in the past its desire
to have the game return to
Charlotte for quite some
time.
In April of 2013, NBA
commissioner Adam Silver
addressed the possibility of

CHARLOTTE, N.C.
(AP) — Hornets owner
Michael Jordan, a 14-time
NBA All-Star, is pushing to
bring the big game back to
Charlotte.
The Hornets, in conjunction with the Charlotte Sports Foundation,
announced plans Tuesday
to submit a bid to host the
NBA All-Star Weekend in
2017 or 2018.
A contingent of Hornets
employees and city officials
flew to New York Tuesday
to deliver the bid to NBA
deputy commissioner Mark
Tatum and other league
executives following a
morning press conference
in Charlotte.
“This is a great time to
be a Charlotte Hornets fan
and a fan of NBA basketball
here in the Carolinas,” Hornets COO Fred Whitfield
said Tuesday. “… This is a
chance for us to host the
greatest basketball players in the world on not a
national, but a global stage.”
Whitfield estimates eight
to 10 other cities will apply
to host the game.

Charlotte Bobcats’ team owner Michael Jordan shakes hands with Miami Heat forward LeBron
James (6), after the Heat defeated the Bobcats, 109-98, in Game 4 of the NBA Eastern Conference
quarterfinals at Time Warner Cable Arena in Charlotte, N.C., Monday, April 28, 2014.

All-Star game, saying “I can’t
speak as to the year, but I’m
very excited about the prospect of the All-Star game
returning to Charlotte. It’s a
terrific arena and one of our
best basketball markets in
terms of passion.”
Silver said this past
March that no dramatic
changes were needed to the
arena.

He said the scoreboard,
suites and lighting were
some of the things that
needed to be upgraded to
host the All-Star Weekend,
which regularly features the
game’s biggest stars and a
host of celebrities.
He estimates landing
the All-Star game will have
$100 million economic
impact on Charlotte area

based off the numbers from
last year’s game in New
Orleans.
Jordan’s Charlotte Bobcats went 43-39 last season
and reached the playoffs for
the first time since 2010,
but were swept in the first
round by the Miami Heat.
Charlotte changed its name
to the Hornets earlier this
year.

seasons, Power sits atop the IndyCar series points standings with just three races to go. But Power’s title hopes
were dashed in both 2010 and 2012 as part of a three-year
stretch of second-place finishes for the Australian driver.
Still, Power enters this weekend’s race at Milwaukee in
position for his first series championship — though his
lead is razor-thin. He sits just four points ahead of Penske
teammate Helio Castroneves in the closest title chase at
this point in the season since 2009.
“In a funny way, it’s still kind of early considering how
many points are on the table,” Power said.
Power certainly appears to be peaking after a midseason slump.
Power limped away from Iowa after finishing a seasonworst 14th, his fourth race in a row outside the top 10.
But Power bounced back with ninth, third and sixth-place
finishes and overtook Castroneves — at least for now.
Power feels confident at each of three remaining tracks,
Milwaukee, the road course at Sonoma and the oval at
Fontana, but is more focused on the race ahead of him
than the big picture.
“It’s probably time to start thinking about winning,”
Power said. “At the end of the day, if you win two of the
last three races — or you win all three, obviously, you’re
going to win the championship.”
NEW SPONSOR FOR BIFFLE: Greg Biffle said RoushFenway Racing is set to announce a new sponsor for the
No. 16 in the wake of 3M’s defection to Hendrick Motorsports.
3M reached a three-year deal with HMS this week and
will serve as Jeff Gordon’s primary sponsor for 11 races
a season starting in 2015. 3M will serve as the associate
sponsor for Gordon’s No. 24 Chevrolet in all other races
from 2015-17.
Biffle said he was appreciative of 3M’s sponsorship
through the years.
“It’s been a great 10 years we’ve had together,” he said
Wednesday. “We’ve got a few partners moving forward.
It’s going to be a great thing for the 16 car. I appreciate the
support from all the fans of the 16 team and all of the 3M
employees. They’ve been behind this program forever and
I’ve made a lot of friendships and those will remain without a doubt moving forward.”
Biffle said the new sponsor could be announced in a few
weeks after the final contract details are set.
Biffle recently signed a three-year extension with RFR.
Biffle has 19 career Sprint Cup victories, along with Truck
and Nationwide Series championships, and was the 2005
Cup runner-up driving for Jack Roush. The 44-year-old
Biffle has spent his entire 12-year career with Roush.
“My decision was to stay loyal to a brand — and stay
loyal to Jack — that had provided me opportunities along
the way,” Biffle said. “It’s been a great relationship and
we were hopeful and were under the impression that 3M
would return. But we understand that management changes and there are business decisions to be made.”
