"But You Promised!"'

As congressional hearings move along
on President Kennedy 's proposals lor
tax reduction and reform, the surest
prospect is thai the end produci will bear
tlight resemblance to the original.
Given our form of democratic sov·
ernment with tis offsetting congressional and presidential power, compromise
is of course an inevitable expectation tn
the shaping of most legislation.
Strongly toned remedies to problems
seldom get anywhere unless some sort
of visible peril stands close. War, de-

Iff

pression, the clear menace of commun>sm, these things produce preciplt.ate,
concerted action.
Some historians argue that this kind
of "government by catastrophe" can be
most unfortunate lor the country. The
suggestion is that drastic measures ta~
en in quieter period! might stave off
criBis. But the democratic necessity of
compromise is usually compelling.
Take the current tax matter for ex·
~mple .

The President's thesis is simple . ModHate pump-priming, like redevelopment,
manpower training. public works, has
not bitten deep into unemployment or
accelerated economic growth rates. He
wants ~mtirely new tax ground rules,
therefore, in hope these may free up the
emnomy and help absorb the unemployed mass. rsTo make litis try, he is willing to risk
tuge federal deficits "temporarily." He
says if his plan gets a chance, it may
wip• out the chronic smaller deficits

lhat have marked the last three decades.
Who knows whether his propo11la
would do the job he claims! What we do
know Is that, In pure1t form u pretent·
ed', they have almost no prospect of be·
ing tried . Bipartisan c:oDHrntive opposition stands firmly in the way.
Look. then, at the other aide of tbe
coin. Many · ronservatlves. a Jood num•
ber favoring a tax cut, argue that the
only way to justify It io to whack IJ'eal
chunks off federal spending.
Even if we assume this could be done
without harming our defense effort or
necessitating repeal of many Jaws wltb
built-in high spending reallires, we koow
this proapect is also slim. Tbe pressure
to keep countless spending projects go·
lng will come nolleasl from some of the
very lawmakers who protest opending In
general.
It would be interesting lo aee lbe ef·
feet on the economy qf a $10·$20 billion
spending cut. No Jess 'interest would at·
lend a whopping tax reduction unmatch·
ed by spending cuts.
Bul most likely we shall never witness
either of these experiments - one or
the other of which might prove beneti·
cial.
For democracy's responses are invar·
iably blunted when danger is not judged
to be near. And the truth is that neither
ma.. ive spending nor huge unemployment alarms enough people today to jar
their lawmakers Into more •weeping ac·
ion.

"But You Promised!"'

As congressional hearings move along
on President Kennedy 's proposals lor
tax reduction and reform, the surest
prospect is thai the end produci will bear
tlight resemblance to the original.
Given our form of democratic sov·
ernment with tis offsetting congressional and presidential power, compromise
is of course an inevitable expectation tn
the shaping of most legislation.
Strongly toned remedies to problems
seldom get anywhere unless some sort
of visible peril stands close. War, de-

Iff

pression, the clear menace of commun>sm, these things produce preciplt.ate,
concerted action.
Some historians argue that this kind
of "government by catastrophe" can be
most unfortunate lor the country. The
suggestion is that drastic measures ta~
en in quieter period! might stave off
criBis. But the democratic necessity of
compromise is usually compelling.
Take the current tax matter for ex·
~mple .

The President's thesis is simple . ModHate pump-priming, like redevelopment,
manpower training. public works, has
not bitten deep into unemployment or
accelerated economic growth rates. He
wants ~mtirely new tax ground rules,
therefore, in hope these may free up the
emnomy and help absorb the unemployed mass. rsTo make litis try, he is willing to risk
tuge federal deficits "temporarily." He
says if his plan gets a chance, it may
wip• out the chronic smaller deficits

lhat have marked the last three decades.
Who knows whether his propo11la
would do the job he claims! What we do
know Is that, In pure1t form u pretent·
ed', they have almost no prospect of be·
ing tried . Bipartisan c:oDHrntive opposition stands firmly in the way.
Look. then, at the other aide of tbe
coin. Many · ronservatlves. a Jood num•
ber favoring a tax cut, argue that the
only way to justify It io to whack IJ'eal
chunks off federal spending.
Even if we assume this could be done
without harming our defense effort or
necessitating repeal of many Jaws wltb
built-in high spending reallires, we koow
this proapect is also slim. Tbe pressure
to keep countless spending projects go·
lng will come nolleasl from some of the
very lawmakers who protest opending In
general.
It would be interesting lo aee lbe ef·
feet on the economy qf a $10·$20 billion
spending cut. No Jess 'interest would at·
lend a whopping tax reduction unmatch·
ed by spending cuts.
Bul most likely we shall never witness
either of these experiments - one or
the other of which might prove beneti·
cial.
For democracy's responses are invar·
iably blunted when danger is not judged
to be near. And the truth is that neither
ma.. ive spending nor huge unemployment alarms enough people today to jar
their lawmakers Into more •weeping ac·
ion.
