SpecificaUy, Volpe has decreed that henceforth spe~:l•l

·trust lunda (Which can come to as mucb aa 80 per cent of
tbe total) to urban constructioa projects in order to "encourage tbe greatest use of buses In pnference to individual automobile•" by the natioa's. commuting bordes.
Altbough ODiy boa facillUes are menUoned and tbe decision OBtensibly is intended In part to bead off pzessure
ill eoagreu and elsewhere to tap the trust fund for nonhighway purposes, such as new rail transit systems, the
latter ~s exactly what fund defenders fear Is corning.
Tbe Federal Highway Trust Fund waa estabUshed by
Congress in 1956 to finance the Interstate program, now
more than 'Ill per ceut complete. Fed largely by tbe f~

has been a comucopla through years of tight budgets In
other nondefense spending areas. Sometblng like ~ btllion has flowed through the fund to the ~ontraetors and the
balance now stands at ~ biWon, with Income comfortably

Since all of this comes exclusively from motorists, the
highway lobby-"tbe Road Gang" to Its Capitol HIIIIDU·
mates-fiercely opposes tapping the fund ·for any other
purpose than the creation and care of roads for motorlsla.
Critics, however, contend that the fund's e><cluslvlty
has eneolD'aged an overemphasis on highways that has
crippled urban transportation. Public transit deteriorates
aacl"cllaappelll'll wblle highways prollierate, and the spendinglmb•law.e II sucb that something like 211 Urnes more
public money Is pumped Into roads than Into mass transit.
Some planners-or dreamers-would correct this by replacing the highway trust with a general transportaUoa
IQnd committed to financing a balallced national system of
roads, mass trMslt, railroads and air facilities.
Tbe "road gang," naturally enough, does not buy that
and has a lot on Its side-the current ~ aw and, theoretically, millions of American motorists .
But the transit forces also have some big guns, notably

SpecificaUy, Volpe has decreed that henceforth spe~:l•l
provisions for public tranSport. such a~ esclualve lanes
ind elrlts, will in part determille ailocatlo!i' ol federal
Fed largely by tbe f~
ceut federal gasoUne levy, plus other motorists' tues, It
has been a comucopla through years of tight budgets In
other nondefense spending areas. Sometblng like ~ btllion has flowed through the fund to the ~ontraetors and the
balance now stands at ~ biWon, with Income comfortably
eueeding e:openditures.
Sea. Jennlngs Randolph, D-W.Va., chairman of tbe Senate
Public Works Committee. Randolph, keeper of the congresslonll pork ,barrel, has let II be known he Ia open lo
changes directed toward balancing transportation spendmg. He has himself proposed usillg some trust funds to aid
bus systems in larger cities.
Tbere is also increasing sentiment in the states, as disclosed at tbe NP.tional Governors' Conference, for a change
in spending emphasis.
Much more Is going to be heard on the Issue. The t5
