THERE wUl be some hard licks put in
; .. by school administrators in this
county, and throughout the nat10n m
the period that ends m August to map
out programs tor spendmg the over $40
million that has been allocated to Ohio
schools under the Education Act ot 1965.
A great &lt;!eal will depend on the abtlll y
and creativity of administrators to come
up with programs, maml y lor the und er·
priviliged to get these funds , and these
programs must be submitted and ready
to go when federal money is appropri·
ated by Congress in August. lf enough
programs are presented, and they are
accepted all of the money wUl be used,
bot if they do not meet the requirements
of the federal act the money wiD revert'
back to the federal government if tlie
counties do not use it.
Jt should not be hard for most
achooll in southeastern Ohio to plan
programs that are essentiaL One of the
crying needs i.s to provtde first rate li·
braries in schools. Many of . them are
aadly lacking lD thi.s regard, and there
is a big gap in needed teaching atds that
are available in the more affluent com·
munities. After the federal money is ap·
propnated regulations govermng how
the money is to be used by districts In
the states. One top Ohio school official
says that we will not be able to use all
o! the money that has been allocated.
The milia! requests made to the federal
government will in a large measure de·
!ermine the future course of federal as·
sistance in the years that lie ahead ) or
such federal aid.
There is supposed to be a close eval·
uatioo of the programs accepted under
the act, to determine whether they are
effective accordmg to standards of the
U. S. Office of Education, but we !eel
that any type of improvement m spend·
ing the money wtll have little trouble
meeting the standards Alter seeing the
way the govemment throws money Into
channels there is little to be feared that
schools will go hog wild m grand01se
schemes just to spend what is handed
out. The average school has had to limp
along on limited budgets, and the habits
formed d~ring the yeam of austerity
will not cause them to ge ove rboard in
this regard .
It is interesting to Jearn what the
Ohio Department ot EducatiOn plans to
spend the funds it gets. One is to ha•e a
study of teacher education programs .
This is a matter that is being hit, and
hit hard by writers all over the country.
We are always lealy ot studies, a mode
that is !ollo~ed to a very .extended de·
gree not only in lhe field of education
but many others, and we have always
thought that very little comes from
them. Teacher education has been due
for an overhauling for many years, and
we would favor a commission empowered to make the needed changes without
anv . prolonged period of spending on a
study by professional educators, who are
far too often unrealistic. Another plan is
to bring about a modification of th e industrial arts program . Some of the pro·
j!rams in that field have not changed
since we were in school 40 yea rs ago,
and if anything need• updating thi s is
the one. lls present program in most
srhools is like comnarin~ the horse and
hu~~ days with the atomic and spare
age. Other plans inrlude an instrument
for measuring qualitv education. an e~­
pansion of research and develonment of
pnhlir ifnformation servire within the

CHURCH ON WHEELS - The Bradbury Church of Cbrist was taken to a new location Monday morning by a
crew of expert movers from Charleston, W. Va. Relocation of the church was necessary to make way. for the new
section of Route 7 that will go through Bradbury. The c burch, erected In 1893. was moved to near the WMPO
Radio station on the Joe Bailey property. It's piano and pews remained in the 40 x 60 ft. building while it was
moved. The. steeple and bell tower had been removed earlier. Poli~e: crews from the Columbus and Southern
Oh1o Electnc Co., General Electric ~mpany workers, and state offlcJals were on hand as the 35 ft. high structure
