POMEROY — Mary T. Byer-Hill,
Meigs County auditor, wants to remind
Meigs County residents that the deadline to purchase 2015 dog tags is Jan.
30. After Jan. 30, an additional penalty
fee will be charged.
The law requires that all dogs be
licensed. Section 955.01 of the Ohio
Revised Code states that every person
who owns, keeps or harbors a dog
more than three months of age, shall
purchase a license for that dog before
the 30th day of January of each year.
You will have the option to purchase
a one-year, three-year or permanent
tag for your dog. The one-year dog tag
will be $12 and is valid for the calendar
year in which it is issued (2015). The
state of Ohio has passed a new code for
county auditor’s to provide dog owners
the option of purchasing a dog tag that
will be valid for three years, as well as
the option to purchase a permanent tag
for your dog. The cost of the three-year
tag is $36 and $120 for the permanent
tag.
Kennel licenses will also be available for a person, partnership, firm,
company or corporation professionally
engaged in the business of breeding
dogs for sale. The cost of a kennel
license will be $60 and includes five
tags. Additional kennel tags can be purchased for $1 each.

MEIGS COUNTY — Maxine White presided over
the Daughters of America’s recent December meeting
at the hall.
The Pledge to the Christian Flag was given, Proverbs 29:10:12 verses were read and the Lord’s Prayer
was said in unison. Lastly, the Pledge of Allegiance
was said and the Star Spangled Banner was sung.
Roll call was said and minutes from November’s
meeting were read and approved. The past councilors
had their Christmas meeting at Wild Horse later in
the month.
Those who were sick were Gwen Hall and Helen
Cline’s sister. It was noted that Don Trussell had
passed away. Quarterly birthdays were announced,
and new officers were put in after the nomination of
officers. The meeting was closed in regular form.
Those present were Opal Hollon, Mary Jo Barringer, Everett Grant, Julie Curtis, Charlotte Grant,
JoAnn Ritchie, Sharon Riffle, Esther Smith, Maxine

some of whom got just one
or two votes.
Yet the group included

some of the same lawmakers
who forced the government
into a 16-day partial shutdown in the fall of 2013 in a
failed effort to end Obama’s
health care law, and who
have repeatedly complicated
leaders’ efforts to pass legislation on immigration,
farm policy and other topics.
Egged on by outside conservative groups, they’ve forced
House leaders into embarrassing retreats on legislation and humiliations on the
House floor.
Many mainstream Republicans are fed up and would
like to see the dissenters
held accountable as the new
Congress gets underway,
especially since Boehner
now may have less need
for their votes. Republicans
now command a bigger
majority — they have 246
members in the House, the
most in more than 60 years
— along with control of the
Senate. Some contend that
even though Boehner punished four people who voted
against him two years ago
by yanking their committee
assignments, he’s been too
mild with his opponents and
would do well to crack down
and keep them in line.

Obama stays
‘go-it-alone’
course of action
The 114th Congress convened Tuesday, two
months after a wave election that gave Republicans control of both the House and Senate for the
first time in eight years.
Only the most recalcitrant Democrats deny that
the losses their party suffered at the polls was a
mandate for GOP policies.
Indeed, in a speech in October, President
Obama told an audience at Northwestern University in Chicago: “I’m not on the ballot this fall. But
make no mistake, these policies are on the ballot.
Every single one of them.”
For much of the past two months, Mr. Obama
has operated as if the midterm election did not
happen, shaking his fist at Republicans by taking
executive actions that usurp the powers the Constitution reserves for Congress.
That includes his unilateral decision to shield
some 5 million illegal immigrants from possibility of deportation. It also includes the bilateral
climate change agreement the president struck
with China with neither the advice nor consent of
Congress. Then, there was Mr. Obama’s announcement of normalized relations with Marxist-Leninist Cuba.
Mr. Obama’s post-election activity has been
driven more by partisan politics than high-minded
principle. His obvious aim has been to steal the
march from the new Republican majority taking
power on Capitol Hill and, in so doing, improve
his woeful standing in the eyes of the American
people.
The White House seems to think the strategy
is working. Indeed, NBC News reports this week
that the president’s handlers believe he “has gotten
some of his political mojo back.”
They apparently base that statement on the
latest Gallup poll showing that, for the first time
since 2013, Mr. Obama’s disapproval rating has
surpassed his approval rating (47 percent to 48
percent).
That has emboldened the president to continue
his post-election strategy to put Republicans
on the defensive by taking executive actions he
knows they oppose, while, at the same time, dissembling that he hopes to work with the new GOP
majority.
Mr. Obama actually will take the strategy on the
road this week when he makes presidential visits
to Phoenix on Thursday and Tennessee on Friday.
He will unveil “a mix of executive actions and
legislative proposals,” according to White House
spokesman Eric Schultz.
Mr. Schultz assured that the president “looks
forward to working with the next Congress.” But,
at the same time, he threatened that Mr. Obama
“will not let this Congress undo important protections.”
Such rhetoric from the White House confirms
that President Obama has decided to completely
ignore the results of the midterm election that
turned his fellow Democrats out of power on Capitol Hill. It also portends, distressingly, two more
years of extreme partisan rancor in Washington.

All of this is understandable. It just
has no bearing on reality. The movie
“Selma,” by portraying a real struggle
against a racist power structure,
should remove all doubt of that.

State linebacker Darron Lee
has never had a problem getting his voice heard, except for
one time.
Lee, who played quarterback
and cornerback at New Albany
High School, wanted a scholarship offer to play at Ohio State.
He really wanted one.
He kept coming back to the
Buckeyes’ camp for high school
players, at least three times
in all, before he finally got an
offer from Urban Meyer.
One time he couldn’t even
get Meyer to look at him,
much less talk to him, on a day
when Ohio State hosted high

school juniors. “I was walking
right beside him for like a good
minute and he didn’t even look
at me,” Lee said earlier this
week. “I was the guy in the
corner.”
Meyer admits there was a
long time he was not interested in Lee, a redshirt freshman, who has been one of the
big playmakers on Ohio State’s
defense this season – 7.5 sacks,
two recovered fumbles and two
touchdowns.
But Lee did have someone
in his corner. Co-defensive
coordinator and linebackers
coach Luke Fickell kept telling Meyer that Lee, with the
speed he had, could play somewhere for Ohio State. Maybe
he wasn’t sure what position,

but he thought he was a bet
worth making in the recruiting
casino.
“I credit Coach Fickell with
that one,” Meyer said. “He
(Lee) came to camp, like five
or six times. I rejected him,
probably four times. Shows
you how good an evaluator I
am. Coach Fickell made the
right decision.”
Lee’s relentless pursuit of an
Ohio State scholarship would
come as no surprise to his
teammates.
“Darron Lee always has
something to say, no matter
what it is, and he lets it be
known,” OSU linebacker Joshua Perry said, with a laugh.

— Like a lot of people
50 and over, Urban
Meyer struggled just
a bit to read the story
on the screen without
glasses when a laptop
computer was handed
to him during his Tuesday press conference
previewing next Monday’s national championship game.
But once he determined what the story
said, he was happy.
Very happy.
Meyer has been campaigning since around
mid-season that someone – either the NCAA,
the College Football
Playoff committee
or university athletic
departments – should
be allowed to pay for
a significant portion
of the travel expenses
for parents to see their
sons play for a national
championship.
He had repeated that
sentiment several times
since then, including

during his postgame
press conference after
OSU’s 42-35 win over
Alabama in a College
Football Playoff semifinal at the Sugar Bowl.
Moving with surprising speed, the NCAA
announced on Tuesday
that it would allow the
College Football Playoff committee to give
parents $1,250 each,
for a total of $2,500 for
travel expenses. This
is in addition to $800
the competing schools,
Ohio State and Oregon,
already were allowed to
give parents.
“That’s great. That’s
great news. That’s outstanding news,” Meyer
said.

White Falcons hold off Belpre, 85-80

MASON, W.Va. — No
shortage of offense here.
Wahama and Belpre
boys basketball teams
combined for 165 points
on 47.9 percent shooting
from the field, and when
the dust was settled the
White Falcons claimed
an 85-80 Tri-Valley Conference Hocking Division
victory.
The White Falcons
(5-2, 2-1 TVC Hocking)
went on a 9-2 run over
the first two minutes
of play, but Belpre (2-6,
1-4) answered with an
11-9 spurt over the next
four minutes. Wahama
drained a three-pointer
to extend the lead to
21-13, but BHS scored
six unanswered points to
end the opening stanza.
Wahama, which connected on six trifectas in
the second period, made
three triples in the first
two minutes of the canto
and extended the lead
to 32-15. The Golden
Eagles shot 10-of-11 from
the free throw line over
the remainder of the second and cut the deficit to
single digits at halftime,
51-42.
After the break Belpre scored seven of the
first 11 points and cut
the WHS lead to 55-49,
but the White Falcons
answered with a 12-6
run to end the third with
a 67-55 advantage. The
White Falcons seemed to
be in control ahead 80-67

with 2:30 left in regulation, but a 10-0 run put
the Golden Eagles within
striking distance down
by three with 47 seconds
remaining. Wahama
hit 5-of-6 free throw
attempts over the final
30 seconds and, despite
a BHS three-pointer,
claimed their fourth
straight victory.
Hunter Rose led the
White Falcons with 31
points, followed by Kaileb Sheets with 24 and
Philip Hoffman with 20.
Sheets scored 20 of his
24 in the first half, and
the trio accounted for
88.2 percent of Wahama’s
scoring offense. Ryan
Thomas posted six
points, Mason Hicks
added three, while Kristopher Clark rounded out
the WHS total with one
marker.
As a team the Red
and White were 18-of-22
(81.8 percent) from the
free throw line and 29-of52 (55.8 percent) from
the field, including 9-of16 (56.3 percent) from
three-point range. The
White Falcons marked 35
rebounds, 15 assists, two
steals, one block and 11
turnovers in the win.
Sheets paced WHS in
rebounds with eight and
assists with six, followed
by Hicks with six boards
and four helpers. Sheets
also led the defensive
effort for Wahama with a
steal and a block.

The 2013 Heisman Trophy winner announced his
decision to forgo his final two years of eligibility and

Winston was the most successful quarterback in
college football the last two seasons, but also faced
lengthy sexual assault investigations. He was not
charged by police and was cleared by the university.
His accuser sued the school’s board of trustees on

The Seminoles went 26-1 with Winston starting
and won the 2014 national championship.

each found delinquent

Richmond, 18, received
a one-year sentence and
rejoined the football team
last fall, and in November
a judge agreed to less
restrictive sex offender
reporting requirements.
Richmond had been
ordered to register his
address every six months
for the next 20 years. The
judge agreed to reclassify
him so that he has to register only once a year for
the next decade.

they understand what
they did was wrong,” he

The case drew international attention because
of the role of social media
publicizing the assault,
and initial allegations of a
cover-up by local authorities and frustration that
more football players
weren’t charged, including some who witnessed
the assaults.
A grand jury investigating whether other laws
were broken in the case
brought charges against
six adults, including Steubenville superintendent
Michael McVey.
McVey has pleaded not
guilty to charges including felony counts of tampering with evidence and
obstructing justice. His
trial is scheduled to begin
Monday.
William Rhinaman,
the Steubenville schools’
former technology director, has also pleaded
not guilty to charges
including tampering with
evidence and obstructing
justice.
Charges against the
other four adults have
been resolved.

earlier and they said it’s been
like 25 weeks. I guess it is just
part of the grind. Part of our job
is taking care of your body and
making sure you’re ready to go
when you’re number is called,”
said Ohio State senior receiver
Evan Spencer.
Buckeyes coach Urban Meyer
led a former team, Florida, to
national championships in 2006
and 2008. There wasn’t a lot of
comparison he could offer.
“Practices are a little different. Those ones, we had 37 days
to prepare. I remember in ‘06 it
was 37 or 47, some ridiculous
number; ‘06 was the first one
removed from the traditional
bowl date,” he said.

5 years later, Johnson, Martinez and Smoltz ‘old goats’

NEW YORK — Randy
Johnson, Pedro Martinez and
John Smoltz already consider
themselves relics.
Baseball transformed during the second half of their
careers and has been revolutionized in the five years
since their final pitches.
Out: big boppers.
In: strict pitch limits, a
profusion of relief pitchers
and sudden swell in defensive
shifts.
“Old goats” is what Martinez called the newest Hall of
Famers, products of another
age — remember back before
high definition TVs and
mobile Internet browsers
were commonplace?
So much has changed so
quickly.
“The game has kind of gone
to a Stratomatic-type baseball
game, where hitting is difficult because you’re facing
nine and 10 pitchers combined per team,” Smoltz said
Wednesday. “Guys are not
going attain 3,000 innings.
They’re not going to get 3,000
strikeouts.”
“Vive le difference!” seemed
to be the motto of their joint
news conference.
Smoltz, pretty much average for a pitcher at 6-foot-3,
stood on a chair to drop a cap
onto the head of Johnson, the
tallest of 215 Hall of Fame
players at 6-foot-10. All the
while, the Big Unit struggled
to button his cream-colored
jersey with “Hall of Fame” in
red script, unable to line up
the buttons with the correct
buttonholes.
“Those left-handers,” Johnson quipped.
At 5-foot-11 the shortest
pitcher picked for Cooperstown since Whitey Ford in
1974, Martinez held both
hands up with fingers raised
and smiled broadly.

to the Hall on Tuesday along
with Craig Biggio, are among
the all-time greats statistically,

given the era they pitched in.
Martinez’s 2.93 career ERA
is 1.47 below the big league
average during the years he
pitched, easily the best margin in major league history
among pitchers with 1,500
or more innings, according
to STATS. The next best are
Carl Hubbell and Lefty Grove
at 1.15, Hoyt Wilhelm at 1.14,
Greg Maddux at 1.13 and
Roger Clemens at 1.12.
Johnson’s 1.01 is 13th and
Smoltz’s 0.97 is 15th.
Speaking at a Manhattan
hotel, Johnson said the game
is just starting to get back
into whack. He thinks pitching became more onerous in
the 1990s and early 2000s
because smaller ballparks
replaced multiuse stadiums
and Major League Baseball
introduced QuesTec, a computer system put in place in
2001 to evaluate ball-strike
calls. Umpires responded by
shrinking strike zones back

toward the rule-book definition.
“When I watch old footage
of pitchers throwing strikes
from the letters to the knees,
it’s black-and-white footage,
back when dinosaurs roamed.
That’s not the strike zone that
I pitched in,” he said. “Things
still are slighted towards
offense. Offense is what creates fan base. But there’s still
well-pitched games out there,
and things are starting to balance out now, yes, absolutely.”
Drug testing has played a
part, too. Since urine samples
started to be collected in
2003, offense has shrunk
along with muscle mass. And
the rise in computing capability has led to defensive shifts
that take away hits, too.
At the tail end of the Steroids Era in 2000, scoring
rose to 5.14 runs per team per
game and ERA to 4.76, the
highest for both since 1930.

limit reached the mechanical
failures or the fact that you
weren’t getting it done.”
Johnson won 303 games
and struck out 4,875, secondmost in major league history.
Martinez was 219-100 and
struck out 3,154. Smoltz went
213-155 with 154 saves and
3,084 strikeouts, the only
pitcher with 200 wins and
150 saves.
Martinez believes there’s
“more of a level ground
for every team” these days
because of changes such
as revenue sharing and the
luxury tax, which has created

needed, with linebacker Ryan Shazier
passing up his senior season to go into the
NFL Draft.
He redshirted as a freshman last year,
so not many people knew what to expect.
What they got was one of the best first
seasons by an OSU linebacker in years.
His 7.5 sacks this season are the most by
an Ohio State linebacker since 2005, when
A.J. Hawk had 8.5.
Ohio State’s defense is more aggressive
overall than it was a year ago and a lot of
the credit for that goes to Lee.
“I’m energetic. An energy giver. If I can
make a play or give the guys energy, that
would be huge,” he said. “When I’m on the
field with my guys, it’s the greatest feeling and

‘’Something’s got to
change,” he said. “And I don’t
think condensing it and lowering the pitch limit is the
reason that we’re going to
save arms.”
