Vietnam _Peace Hope:
Meaningful Land Reform

Jrullm:

:,:_ The ·only way real peace can come to South Vietnam,
~ that Is neither Communlat-dlctated nor CommunistllomiDated, Is to convince the ma11 of peasantry that they
!lave a rtaJ stake In their government. And the only way to
live them that atate Is to abolish the syslem of absentee
landlordism by which a mere 16,000 wealthy South Vietnemeae own almoat three million acres of the country's
Jerlle land.
The land bas been fertile In more ways than one. Si•ly
to 70 per cent of South Vletoam's farmers do not own the
laDd they till, and It Ia from their dissatisfied rants that the
~anb of the VietCong are replenished.
Too often, following bard behind American soldlers after
they bave cleared an area of the VietCong, bave come the
landlords to reassume ownership and collect back rents.
IJbia Is the reaaon that some parts of South Vietnam have
bad to be "pacified" again and again In the long years of
this war.
· The only land reform program South Vietnam has ever
llad Is thai ol the VIet Cong, which has "given" land to
Jlllllions, writea Arthur J. Dommen In the Los Angeles
11'1mes. Its motto bas been : "The movement has given you

: Interestingly enough, however, it Is the personal lnitla·

,.reports Dommen.
: Last November, Thleu began putting the crimp on land·
: owners by prohibiting local officials and soldiers from
: usiating l"!'dlords In enforcing rent levies. In February,
' the prohibition was e:dended 1o the landlords themselves.
' A laDd redistribution bill baa been rammed lhroul!b the
: South VIetnamese National Assembly and now awafts ac: lion In tbe Senate. Though the assembly trimmed the bill
: to a shadow of the radical program demanded by Thleu,
: the constitution grants the president considerable power to
·,"llelb out" leRislation after It bas passed both bOUBes. It Is
:expected that l'hieu will put not only flesh but teeth Into it.
: · Of even greater iuterest to Americans, however, Is the
:fact that unW recently the U.S. embassy bad for years
;Juletly opposed land reform because the landowners were
•a j>rincipal source of political stability In Salgoo-"and
i political liability in Saigon was what counted more than
: aliytbing else," says Dommen.
;: Some American officials still fear that' Thleu's land re:form program will wipe out the rural landed gentry on

DEAR POLLY-When
combs are hard to keep in the hair, give the tip eods several coats of clear nail polish. This narrows the space between the teeth of the comb and It wiD not slip and faD
out so ·easily. When little girls have thin hair, give the
inside of their barrettes several coats of nail pollab. Tbla
will make them hold tighter to the atrands of hair.
