mvestigators pinpoint the cause of a
boarding house fire that killed 14

A team from the state ftre
marshal 's office continued to s1ft
through the wreckage Monday , and
Pioneer Fire Chief Paul Loomis said
they were expected to ftnish work at
the site today .
The informati on gathered by
investigators will be reviewed by
experts from the state agency,
which will then issue a ruling on the
cause of Sunday's blaze at the Coa ts

authorities said the fir e began when

fire to a couch in a ground-noor
apartment . But they later said a
faulty heating or elertncal system

two groups was not protocol in the

his office and that a package which
was to have been considered at the
Monday night meeting from the
teachers association was not the

When the Monday night meeting
failed to materialize , the teachers
association for the first time in
several days ISSUed a statement to
the media on Tuesday morning .
They also put up an informational
picket line at Powell 's Super-Valu
Store. operated by board member ,
Larry Powell, Tuesday afternoon

Petrie
honored
Frank Petrie, Jr .. R.S., deputy
health comrrussioner for the Meigs
County Health Department, has
been named as the outstanding
samtarian of the Southeast District,
Ohio Environmental Health Assn.
Petrie began his career in environrnenta l health with the Gallia
County Health Department as a
sanitarian in 1969.
In 1972 he became a district
sanitarian with the Ohio Department of Health.
In 1978, be was made head of the
recreation department of the Ohio
Department of Health. In June , 1979,
he accepted a position with the
Me1gs County Health Department.
Petrie said he has enjoyed his
position in Meigs County and is
looking forward to the move of the
local health department into new
quarters near Veterans Memorial
Hospital in the new multi-purpose
building now under construction .
"I feel the county health department is a vital part of an)' community and I want to let county
residents know that the Meigs County Health Department will strive to
cuntinue to serve the needs of the
people," Petrie commented.

Volcker d1d was to institute a plan
for the Federal Reserve that
requires membt&gt;r banks to have an

holdings held in reserve . To the
layma n this means little, but to the
banker it means that he has conSiderably le&gt;S money to put in circ ulation. to lend to potential
borrowers. In that he has Jess money
to lend he is inclined to increase the

challenges the best in all and requires the dedi ca tion of heart, mind
and soul.
In conclusion she noted that ttus
provides a good eumple for others
in the church and local community
and uplifts the spiritual values and
increases understanding between
all.
MrS. Ernest Shuler gave devotiorJS . Durmg the business meeting it
was armounced that family night at
the church will be held on Dec. 8 at
the community buildlng. The gathering will be a church-wide affair with
a turkey dlnner and gift exchange .

covered dlsh dinner and their own
table service. Mrs . Beverly Wickline

The reports showed that 16 shutin
visits had been made during the

Birds a nd the1r benefits to
mankind was the program topic
presented by J ohn Rice , Meigs
County Extension Agent, at the Fri day meeting or Return Jonathan
Meigs Chapter of the Daughters of
the American Revolution .
Rice talked on birds from the
asthetic sense and the benefits pertaining to the balance or nature . He
described wildlife management as
necessary for the pra ctical value of
mankind 1n connection with the way
the birds carry seeds, eat insec ts,
while buzzards being scavengers
take care of the dead , eat rats a nd

pamphlets showing a bout bi rdhouses and followmg his talk was

pilgrim landlngs and the many hardshipo encountered on their way to

Plymouth Rock in 1620. She noted
that at this time the pilgrims set
aside a special day of thanks . now
observed as Thanksgiving.
Mrs. Betty Roush gave a reading
" Counting Our Bl essings." A
memorial service was held in
memory of Mrs. Martha Rose . A
cross surrounded by evergreen was
placed on the worship center. Mrs.
Karr lighted a candle which
signified the light and love of Christ.·
The evergreen was symboli c of eter-

nal life, and Mrs . Karr recited scripThe service closed with all givin~
the 23rd Psalm.
During the business meeting officers ' reports were given. It was
decided that the UMW will purchase

asking only that the other OPEC
members not mcrease production to
replace the oil denied the United
States by President Carter's ban on
the import of Iranian crude and
Iran 's ban on exports to its enemy .
'"Do you not think," Bani Sadr
wrote Waldheim, "that the people of
Moolem countries whooe oil is
placed at the dispooal of the industrialized countries for a pittance
would use this opportunity to show
their dissatisfaction and anger and
that that cutoff of oil would turn the
crisis into a world crisi!? ''
Pars, the official Iranian news
agency , reported later Tuesday that
Iranian Oil Mlniater Ali Akbar Moin-

far called on the other OPEC oil
ministers to "back up" Iran 's stance.
The Revolutionary Council also
barred U.S. planes from Iranian air
space, Tehran Radio reported. But
Pan American World Airways, the
only U.S. airline that has been flying
to Iran, said it suspended all flights
there Nov . 7.
There was no indication from
Washington ri retaliatory U.S. action against Iran Air, the Iranian
goverrunent airline. Its only flights
to the United States are being diverted to Montreal because ground
crews at New York airports refuse
to service them .

Ohl·o Power must reduce rates
Ohio Power Company was ordered
Wednesday by the Public Utility
Commission of Ohio to reduce il.'l
rates by about $4 million annually
foUowing a rehearing of the company's recent rate case.
The company earlier had volunteered to make $2 .8 million of that
reduction after Ohio's coal conswnption tax was found to be unconstitutional.
Since the company's current rates
took effect in April, It has collected
about $1.2 million under the surfurbased coal tax , and that amount will
be credited to customers' bills in a
future month.
Both the company and the Ohio
Consumers' Counsel had requested
the rate-case hearing, after the
PUCO allowed Ohio Power to in-

crease its rates by $66.8 million. The
company had sought a rate increase
of $123 million .
Included in the rema ining $1.2
million of the rate adjustment to be
made is a separa te issue, raised by
the Consumers' Counsel, in which
the PUCO conceded a $407 .~error
in calculating annual groos receipts
taxed on ·'test year " fuel expenses
updated to reflect current costs.
Ohio Power will adjust its rates to
corrt!Ct that error.
On the same issue, the PUCO also
considered an offsetting error of $2.4
nullion , in Ohio's Power's favor .
However , due to 1ls interpretation
of Ohio statute, the PUCO said it
would not order the $2.1 million adjustment. which would have Increased Ohio Power 's rates.
