By United Press International
WASHINGTON - PRESIDENT CA'RTER Thursday
ruled out any protectionist legislation to curb steel imports,
adding he does not accept fully industry's claim that imports
and pollution controls are causing steel layoffs. Carter
nonetheless left open the possibility that he may provide some
help for the nation 's ailing steel industrY, where thousands of
workers have been laid off in recent weeks.
Carter indicated in a news conference he does not
completely accept that argument. He said the problems in the
steel Industry are "ci\ronic," and added : "I would not be
willing to lay all the blame on imports." He noted many U.S.
steel mills are ·outdated, and he said their chief foreign
competitors in Japan and West Germany must comply with
similar envirorunental cop trois- "which I certainly would not
change."

DISCUSSING BRIDGE - Charles L. Miller, newly appointed West Virginia Highway

with Bryant thls morning, he
noted that the cracks were
probably the result of "the
quality of the original welds."
Miller said he is extremely
pleased with the progress
made by the American
Bridge Co., the . finn con·

the etghi-year old span.
In regard to the ferry
service, he said that while he
was here il was operating
adequately. He said that he
timed it and found that a
ferry landed at each landing
site approximately every
seven minutes.
Miller, who was elevated to
the commissioner's position
just this past Monday, stated
that the bridge will not be
open unless il is totally safe.
He echoed a familiar theme
that the possibility of losing
one life on the bridge "was
one life to many."

Drawing blood

DEAR DR LAMB - I am

Twtce a year for SIX years I
have endured pamful and

Fmally, the doctor has to do tt

By that tune I am a nervous

It never gets any better. Is
there a solutwn for me?
DEAR READER - Vems

A MEANINGFUL RELATIONSHIP?

SURGERY SCHEDULED

at HOlzer Medical Center.

DEAR HELEN :
My friend and I had a disagreement We're both over 46, yet
Mary says she has had great relationships with men as young
as 21 - notjustsex, but "meaningful."
My experience back when I was in my 20s was that we men
only picked up females twiee our age when nothing else was
avaUable, and these were strictly oniHlight stands.
.
Have times and people changed so much or have I been
wrong au along?
Also, what constitutes a "meaningful relationship"? Could I
have your readers' opinions as well as yours? On bulb questions? · STEW ART
DEAR STEWART:
Of course there can be a meaningful relationship between a
young man and an older woman • but only if be sees ber as a
friend~ companion, not an "experience" or a "grateful"
last chmce. These days an attractive 40ish woman has just
reached the interesting age. So say many under.JO males...
You're behind times, Stew. What's a meaningful relationship?
One where partners share and care - if only for a little while. -

H.

DEAR HELEN :
Are there any statistics· on comparative divorce rates between open and closed marriages? By open, I mean when both
mates fool around; closed: wben they're faithful to each other.

BOB

DEAR BOB:
Valid statistics would be abnost impossible to come by here,
but I suspect open marriages generate more divorces because
most are WlequaUy " open." One mate often ends up feeling
burt and jealous when the other finds too much pleasure
elsewhere -no matter how " modem" theytenn themselves.
On the other hand, bedroom faithfulness alone doesn't insure
compatibility ...
Mebbe divorce statistics on open vs. dosed unions would be
like comparing apples and oranges. A great many other factors than sex go to break up a marriage. -H.

definite as to the period she
will be there. Weekend

I read it somewhere and it's good advice : "Never sleep with
anyone who has more problems than you do." Let your readers

Salisbury PTO meet
to plan for new year
Robert Morris, principal of
Pomeroy and Middleport
elementary schools, spoke
enthusiastically of a new
reading program being introduced into three district
schools when the Salisbury
.PTO met Tuesday evening,
Sept. Tl . Introductions of
teachers, an aide, and
parents completed the
evening's program.
Salisbury is one of three

schools in the Meigs Local
District to begin the new
reading program under a
federal grant. Only Mrs.
Martha Hoover's first grade
is involved.
Basically, Morris reported,
the idea is to diagnose each
student's weaknesses in the
basic skills required for
reading, and then to
prescribe
the
proper

noon program. There was a

voted to sponsor the Girl
Scouts and Brownies again
this year and to buy paper on
which school menus may be
duplicated and sent home. It
was noted that members
should continue to save bottle
caps to earn money to purchase door prizes for the Fall
Festival being plarmed.
Membership dues of 50
cents each were collected
from those present. All
parents of Salisbury students
and others interested In the
school are urged to join the
.PTO. The membership rolls
will remain open until the
November meeting.
Mrs. Hoover's first grade
won the room count. The first
grade room was open after
the meeting for inspection of
the new reading materials for
inspeCtion of the new reading
materials and equipment,
and refreshments were
served.
