Wall Street's
haven of hope
Will companieS like Apollo Computer, Oshman's Sporting Goods and
Xldex become the IBM, the Sears Roeoock and the Xerox or the _ruture?
Nc;>body can say for certain, or course. But a lot or people nowadays are
putting their money on dreams lik;e those in Wall Street's haven of high
hopes, the over-the-counter market.
Befitting their blue-chip status, the stocks of IBM, Sears and Xerox are
Usted on the New York Stock Exchange. The younger and smaller Apollo
Computer, Oshman's and XJdex, by contrast, trade through a network of
over-the-counter dealers- brokerage firmsllnked together in the National
Association of Securtties Dealers' NASDAQ system.
As Richard Yashewskt and Joseph Bartel, analysts at the Investment
fum of Butcher& Singer Inc. obseJVed, ''They are rockin' and rollin' in the
arc market."
.
With 1983 barely half over, NASDAQ has already logged Its busiest year
In history. In the early days of July, the number or shares traded in the
system since Jan.1 surpassed the annual reconl of 8.4 billion shares set in

1982.

The NASDAQ composite index of over-the-counter stock prtces rose 37.1
percent duling the first half of the year, nearly doubllng the 20.2 percent
advance recorded by the NYSE's c<imposlte index for the same pertod.
The over-the-counter market has Its establlshed, well-known companies,
like MCI Communications; Kemper, St. !'aul Cos. and Chubb Corp. In the
·Insurance Industry; and Pabst and Coors in the beverage business. Its
traditional Image, however, has been as a preparatory ground for
companies that aspire to graduate to the Big Board or other major
exchanges.
The NASD has labored hard to upgrade that image, through such things
as automation and new techniques for reporting trades and activity. It
claims now that, among Its more than 3,870 stocks, about tro meet the
quallflcations lor llsting on the NYSE, and 1,600 for llstingon the Ame~an
Stock Exchange.
Noting that NASDAQ volumethls year ls running at a rate about16ttmes
what It was _In 1974, Gordon Macklln, the NASD's president, says,
" Probably no stock market has ever come so far so last." In Its latest
annual report, the association cited Its "belief that NAS-DAQ Is rapklly
becoming the prototype of the stock market of the future."
Boosters of the over-the-counter market had a r;..)!Tient of special
satisfaction on May '!1, when the numlx>r of shares traded In the NASDAQ
system surpassed the day's trading volume at the NYSE for the first time.
It happened again on June 24 and June '!1.
But, even with such accomPIJsfunents, many Wall Street analysts say
the over-the-counter boom may be reason for caution about the Investment
outlook. They argue It demonstrates speculative enthusiasm that may
have reached unrealistic levels.

Letter to editor
Bureauracy at its worst
I see that the Meigs County Park
Dtstrtct proposes to hand the people
around here a lemon In the form of a
park and boat launching site at the
Old Portland Locks, because of
"strong support there." I live here
and have not heard of anybody
pulling lor lt.
Why doesn't the park board start
with making the existing. Buffington Island Park a better place for
public use and out of the hands of
hoodlums that congregate there?
After the federal government
abandoned the Portland Locks the
ooUdlngs were tom down prtmartly
due to the destruction that took
place by vandals. Carousing was
common place most any hour of the
day or night. Carloads of people
came In there sometimes to carry
on. People we had never seen.
There was no supervision.
Fires were started and people
were seen In all stages of undress. It
ls no paradise now that the
OOUdlngs are gone but surely as
something nice is done It will be tom
up. TI!ere Is no supeJVIslon there
now and In my opinion there never
wUI be. We are interested In what
happens at the Old Portland Locks
beCause we live here and Uke to
lead contented lives.
The truth Is It Is not possible to
buil<l a boatlaunchlnglaclllty atthe
Old Portland Locks. The esplaoade
Is covered with drUtwood, willow

trees and mud from one to five feet
deep. It wiU require a crane to clean
that place off. If the mud were
cleaned off It wUI come back with
every high water. What could be
done with the mud If It were to be
cleaned off• It can't be put In the
liver.
·
The liver chamel comes In
against the esplanade wall and the
river traffic there would create a
hazard for pleasure boats.
At the ttme !be ~w Racine Locks
and Dam · was bull! the Corps of
Engineers acquired a site for a park
and Malina for this area at the
mouth of Shade River. The same
thing was done on the Hocking
River at CoolvUie. These sites were
acquired for development for recreational purposes and for boaters
due to the effects of raising the
water level along the banks of the
Ohio River thus making boat
launching dlliicult.
I am not opposed to good things
for Meigs County, but I am opposed
to the Celeste Admlntstration raisIng taxes and then throwing It away
on a proposal llke I read about. It
represents bureaucracy at Its
worst.
Before any pubUc money ts spent
In the proposed manner by the park
board a publlc healing should be
held to discuss the Impact <1 such a
development on this area. - Gayle
Prtce.

WASiflNGTON - Arthur Hummel Jr., the U.S. ambassador In

Hummel was born In China to
American missionary parents and
fought with the Nationallst Chinese
in World War II. But now, In his
dispatches to Washington, he portrays the Chinese Communist
regime as an irreplaceable frtend to

One highly-sensitive cable from
Hummel was among more than 20
secret CIA and White House
documents shown to•my associate
Dale VanAtta. A few of them were
even classified with such exotic
extra codewards as "HOMER."
Referring to the sale of high-tech

INDIA FORMAL - Madhu Malhotra of the Pomeroy Library is
pictured here adorned in a fonnal sari, file native dress of India - slx
yards or fabric draped over a top and petticoat of a matching hue. The
one she Is we8{1ng Is a lonnal garment, vivid pink and trintJiK!d with

gold sequin work over multicolored panels.

Attired in ·a flowing pink sari,
Madhu Malhotra of Pomeroy held
her audience's rapt attention Friday
afternoon as she told of the customs
and lifestyles of her native India
during a program at the Mlddleport
Public Library.
Madhu, who was reared in the city
of Agra, India- very near the 'I;aJ
Mahal-has lived in thebendareafor
about 11 years with her husband RaJ
Malhotra, a local teacher. She Is on
the staff at the Pomeroy Library,
and has presen1ed sinnllar pro- ·
grams to several groups. This
particular program is a part of the
resource exchange system of the
Ohio Valley Area Libraries
(OVAL), and has been presen1ed at
the Wellston Public Library also.
She spoke on the history of India
from Moslem rule through Brillsh
domination and therevolutlonled by
Mahatma Gandhi, to the present;
included were hlghligltts on trade,
industry, and the role of women in
Indian Ute., She gave a vivid

·

portrayal of the role of the farnlly in
. the culture. An especially intriguing
section of her discussion was about
the customs and procedures concerning marriage, which she high·
ligb1ed wtth her own story.
Around!IOpercentofmarrlagesin
India are arranged by the parents of
the bride and groom, and the
Malhotra's case was ooexception to
the rule. Raj's and Madhu 'sfamllies
corresponded, and soon, pbot<>s
were exchanged. Both of them liked
what they saw, so a meeting for 1ea
was arranged.
"He asked me if I liked att. if I
liked music, questions like that. I
answered yes, and yes, and yes .. .it
was finished in about ten minutes.
We were married a week la1er,"
laughed Madhu.
Sheconcludedberdlscussionwith
a few aetalls of the lndlan wedding .
ceremony, which can take up to two
days.
·
Madhu went on to a demonstra·
tionofmaklng"puri,'' a typeoftrted
bread made from wheat flour
dough, rolled flat and deep-frted
untll somewhat crisp on the outside.
This siaple food Is pFeparedfreshfor
all three meals by many famllies in
India.
A display of brass pieces, silk, 8Jid
handicrafts from lndla completed
the program, which was enthusias·
tlcally received by the approxl·
mately 20 people who at1ended.
Although she says she had some
initial trouble adjusting to America
and speaking Engllsh-she could
read and write English, but had little .
experience speaking the language-·
Madbu Malhotra has cerlainly
mastered the art of communicating
the fascinating culture of her native
land!
