blacks and Hispanics to give him a
late-hour election surge that would
confound the polls while President
Reagan Is winding down his
... campaign in California. As the
candidates turned toward home,
every voter survey pointed to a big
win for Reagan and gave Republicans cause to dream of coattail
gains in congressional races.

front by 12 points , while a Roper
Organiza lion poll said the margin
was 10 points.

according to Auditor Ron Canaday and Prosecutor Joesph Cain.
'11\e two, members of the Gallla County Budget Commission, said the
millage ·rate to retire borids· paying lor renovation and construction of
schools lrithe district has been reduced to 3.9 mills from 4.6 mills .
They said the reductiOn In the millage came about becauseofthereturnof
the assessed vahie of the James M. Gavin Power Plant to Gallia County.
hi 1983, the school board decided to borrow $11.6 million to finance the
construction and re~ovation projects and agreed to repay the money over a
22 year period. The millage rate is the result of a mathematical ca lculation
Involving the amount to be paid ba&lt;:k by the board on a yearly basis and the
amount of·the county's tax base.
·Because of an increase in the county 's tax base of more than $64.5 miltion
dollars because of the Gavin Plant decision by the Ohio Supreme Court , the
property owner's bite is reduced.
"If the tax base increases," Canaday said , "then the millage is reduced."
· Canaday said if a home is appraised at $50,(XX), then the property tax
assessed ori I he school board's construction program will be reduced from
$!ll.50 to ~.2i.
"One mill 'generates one dollar in taxes per $} ,(XX) of assessed value,"
Can:;Kl_a y said. "Because of the reduction, property taxes will go down 70
cents per $1,(XX)assessed value:" Canaday said the assessed value of a home
is 35 percent·of its appraised value.

This year the board voted to repay $527,(XX) in principle and $846,00l in
interest on the notes.
Another factor, according to Cain, is how much the board wants to pay
back.
" The valuation is partially basedonwhat the school district says it will pay
back and 1he prevaUing interest rates," Cain said .

Speaking at a senior citizens'
center in this blue-collar suburb of
Cleveland, Ms. Ferraro said: "You
may like Ronald Reagan . Just don't
vote for him . When you vote
tomorrow . .. look beyond the
personalities."
Ms. Ferraro was joined at the
event by her husband, John Zac·
caro, and daughters Donna and
Laura.

examined." Inasmuch as one thing
In political life Is absolutely certain,
namely that everyone who will vote
for Reaga n also expects to receive
Social Security and that a great
number of farmers· are going to
vote for Reagan, we are driven l;ly
the logic of the spokesmen for the
Democratic Party to conclude that
the cost in the future of head examining Is going to outpace even
defense expenditures. And since
mental hea lth Is so generally
considered a socia l rather than a
personal problem , do we anticipate
that the Democratic pla tform in
1988 will call for free psychiatric
treatment for all Americans who
voted for Reagan?
But you see, II really Is like the
a thlete, or the fatigues worker or
researcher, or the moonstruck

both candida tes have been routinely belitt led. Early in the campilign. a n analysis of 60 news item s

negative 12-to-1. The stories e mph asized Mondale's "electoral weaknesses" a nd Reagan's "personal
flaws."
Michael Robinson , who d irec ted
the study, s uggested that as the
ca mpaign progressed, the networks practiced "compensatory
journa lism ." The higher Reagan
soared in the polls, the worse his TV
coverage beca me. For Manda te,
the trend was the reverse- "The
worse the polls, the bette r the
press."
By the last week in Sept em ber,
reported Robinson, Monda le " had a
decidedl y positive personal press
image, some thlngonPa lmost never
sees on n e twork news." Robinson
did not de tect a ny pat11san Ideological bias, ·however, for "a slightly
partisan vocabulary." 'Conserva·

Although the researchers didn't
a na lyze the print media, a t least
one source suggested that the same
compensa tory pract ices were evident: He ci ted only r a ndom

In side-by-side news accounts of
the Reagan a nd Mondale campaigns, for exa mple, the New York
Times port rayed R eagan as a tinsel
candidate without substance and
Monda le as a gritty unde rdog
battling for his convictions.
The Times described Reagan as
"wrinkled with agp," accused him
of " documented factual lapses"
and r eported, "The Reagan bandwagon is no place for citize ns who
yearn to hear poliiicians talking In
tong paragra phs of issues."
1n contrast, the Times described
Mondale as "a man of the most
decent political impulses" who
" has doggedly sought to run an
issues-oriented ca mpa ign."
Despite forbodings of defeat,
reported the Times, " Mr. Manda te
has come out swinging. ... His
speeches became vivid, his delivery thumping and aggressive."

Concluded the Times sadly: "But
the Irony for Mr. Mondale is that
many of the people he cares so
deeply about don't seem to be
respnding."

have been as guilty as the next
reporter of a ffronts and Impertinences. I have spent the past 37years in ·
the skeptic 's sea t' v iewing with
conte mpt the politic ians' capacity
to m anage the country.
Perhaps we In the media have
been dum ping on the governme ni
too muc h, having the effect of a
bucket of sa nd on a grinding
machine. We have fe lt compelled to

Most all of the above projects were made possible by grants which were
written by and awarded to the Meigs County Com.missioners. Much has been
said in this campaign about grants. There are those who would suggest that
no effort has been made by the present Board to obtain grants. What they
fail to tell the public is that practically all grants now require from 25"/o to
SOOfo matth money at the local level. With the tight budget on which we
operati, there is simply no way to meet the local match without additional
revenue such as borrowing money or increasing taxes. Those of you to whom I
have spoken ore strongly agamst this type of action. Being fully aware of our
needs, I shall continue to sttk all grants that are obtainable for our County,
but even more important, I pledge to continue operating this County on a.llal:.
anced bu~t as long as I occupy a seat on the Board. I would like fa say that
it is my silure hope that I have demonstrated the type of leadership worthy

lifetime experience and I canhardly
expre&amp;S how it felt for a little old
farm girl from Meigs County
meeting the president of the United
States.
When I came home I felt as if I had
died that night - I had done it all."
So wrote Harriet St.iles Temple to
some friends here. She now Jives
with a niece in Texas but returns
every summer to Meigs County . and
between times keeps up with the
"goings-on" through The Sentinel.
She holds the distinction of ()elng
Meigs County's "first " to join the
corps of nurses during World War I.
While Mrs. Tempi&lt;' will turn 92 on
Election Day, and her health has
declined somewha t through the

Attempted break-in
under investigation
An att empted illegal entry of
Gllbert's Exxon Station below
Hobson is being investigated by the
Meigs Co unt y Sheriff ' s
Department.
According to a report late Friday
evening, two unknown Individuals
were seen trying to force open the
s ide door on the station .
The subjects fled ln a vehicle
heading north on State Route 7.
The sheriff's office received a
report on Saturday tha t Wednesday
evening, between 9 and 10 p.m., a
window tn the trailer of Russell
'Randolph, Route 1, Reedsville; was
damaged. The windshield of Randolph's car was also damaged.
On Sunday, the department
received a report from Mrs.
Kenneth Russell, Antiquity, that
around 12:15 a.m. Sunday morning,
unknown individuals knocked the
headlights out of her vehicle which
was parked ln her drive a long State
Route 338. She heard the noise but
did not know about the damage until
la ter Sunday morning.
