GOP tries to breathe
life into state tax ·issue
Minority Republicans In the General Assembly are dljlglently trying to
administer polltlcal CPR to debate over the90PI!l"a:tlt incOnie tax Increase
enacted by Democr'ats and give it new llfe as a l:ampaign Issue.
The degree towbtch they're successtul will be measured bytheresuhs of
the November election for the Ohio House and Senate.
Furor over the tax Increase which Gov. ~ Celeste rammed
through the Legislature last year without a single R.epubllcan vote
appeared .to reach Its zenith with last November's election at which a

"used" by the "pUblic."
. , · Only once before, In a

rt;leaJ effort failed.
.
Now the GOP, which contends the tax Increase was excessively large,ls
nytng to breathe new life Into the Issue by attacjdng Celeste's credillllty
.
aver the size of the state's budget SllllllUS.
"Last November, the Celeste Administration opposed SET (Stop
Excessive Taxation), l:alt now we find that they are just tor a dlfferi!nt kind
of SET. ThelrklndofSE'l'couldbecalled: Spend, EncumberandTransfei,
which results In Spending Everybody's Tax dollars," Senate Minority
LeadeT Paul GWmor, R·Port Clinton, said.

Thegovernor'sOfflceofBudgetandManagementsaystheflmdbalanCe
~ It reJuses to use the word surplus-was$$.2 million at the June:Jiencl of
the old fiscal year.
Republicans contend It was at least $439.4 million.
In fact, the surplus Is probably somewherelnbetween.Andexcepttorlts
value as a political Issue, It's a comparatively smaD amount out of the
.state's $8 billion budget.
.
WhenDemocratspegthesurplusat$95.2mllllon, they purposely exclude
$55 million the General Assembly set aside for this faD's Income tax
retuOOs to taxpayers. Also excluded: $1l5.9 million In surplus state lottery
profits which legislators agreed to give to local sehools.
.
Republlcans-whojolneciDemocratslnsupportlngboththeretundand
lottery bills -maintain thai the lllOII€Y ought to be counted as part~ the
surplus.
They say Jots of other money - S81 mllllon In uncounted lni:.une tax
wlthhoidlngs for June and $48.4 mllllon In unrequested capital
Jmprovernents spending, tor example - also ought to be figured Into the
surplus to bring It to the $439.4 million level.

Republicans may find neceptlve audience as they try to fan sffiolderlng

antt·tax sentiment among voters. After an, 1.4 mllllon Ohioans voted to

's an·expert?
.

What Is an ecooomlc expert?
He or she Is a person who professes to know l:alt, based on the cum!Ut
state of aHalrs, may really not understand what Is happening at an ...
... A person who can be wrong a longtime, and many times too, and stDJ
retain a reputation as a person worth 11stm1ng to ...
... A person who Is ahnost always SlllllrlsedbY thestateoftheeconany,
especially by Its continued strength In dellance of hls or her most recent
forecast ·...
"Experts" are taking their lumps these days, and not nlwa)ls gracefully,
with some grumplly. conten!llng that econcmic events simply bave not
cooperated with them, and that, In fact, they have conspired against them.
.Instead, and for reasons not tully known, events seem to be coopet aUng
with President Reagan, who Is enjoying an economic expansion that bas
denied political opponents an Issue they fully expected would be)helrs.
I! you go back just two years you can lind the experts on record with a
popular forecast saying that any recovery would be mild and quickly
aborted, and that Inflation would persist and then grow worse.
One or the popular explanations for error Is that the experts COIICEIIlrated
their analyses on too few factors. That Is, they falled to Include or couldn't
give p~ weight· to the thousands of factors lm"Oived.
CoipOrations, tor Instance, managed ro flnanre much of their expansion
by using lntema.J.ly generated fUnds. and thus didn't need to compete with
Uncle Sam tor credit, a tight that COU!dlndeedbaveahortedtt.eexpansion.
And the oollar.remalned stronger than expected; conunodlty prlcesfell,
allowing processors and manufacture~'!~ in tum to huld their prlces down;
and wage demands were relatively mild. All helped forestall Inflation.
Such an explanation- that the experts.weren't able to deal with all the
. factors that make up a good fol"l'Cast- tends to fit thedl!flnltlonoi:lceglven
by Nicholas Murrary Butler, a fonner president of Columbia Unlvershy.
"An expert." said Bulle!', "Is one who knows more and more about less
and less." Applying hls definition to the problems of economic experts
today Y!ll mlght say Ibat they probably knew a lot, l:alt a lot about too Utile.
But perhaps the root of tht> prolllem Is that ~nomic experts, ~
experts at making shoes, for example, really shoUldn't be expected to be
correct at an, and that errors. and bad fits should be tolerated.
It Is true, moreover, t!oat ~Is etten criticized as subjective and
unscientific, and therefore m tt.e realm or "'Inion. More like law, perhaps,

Meigs County Girl Scouts attel)ded the annual Day Camp last

•Within the units the girls COOked

Friiddy the Frog, and Herman the

Gremlins. The girls also collected
other small animals Uvlng In the
