While houSl'holds, busmesses and ot her inst itutions are resolved this
year to watc h their dollars more carefully, Congress w ill spend about 16
percent more on itself.
Th&lt;' mconsistency of this is remarkable in itself. beca use no louder
chorus than Congress has been heard singing the hymns of austerit y and of
getting America back to U1e business o f in vesting w isely.
But , should members of Congr ess be blamed. or should people realize
that senators and r epresenta tives are ortlinary mona is who arc victlmlzed
bv what seems to be one of the financial laws of nature?
· That law postu la tes that the less involved in the earning of funds to be
spent the easier it is to rationalize the spending of thPm .
For Congress. the rat ionaliza tion is obvious: The 16 percent increase,
based on an analysis by the Tax Foundation, am ou nts to $230 million
additional dollars . And that. of oourse, is only ~1 for every man, woman and
child.
Restated , the Jaw becomPs even m ore obvious: Thf' closer you are to the
earning of funds the morP difficu lt 11 is to pan wi th them . especially in
wasteful ways. Those who ea!ll a paycheck know that.
They arc aware also of a relatC'd financial law of human behavior, and
have witnessed it over and over again. It is that big numbers lose thPir
reality.
Almost everyo ne from the age of two knows the value of a single dollar,
since thPy can rPiatf' 1t to some goods or services in the marketplace. But
when the stakes are r a1sed a billion times , their understanding is dulled.
The phenom enon may ix' involved m the behavior of congressm en who
drive four-cylinder Fords, return bottles for the 5-cent deposit , and
carefully check the grocery tape, but vote $50 million for special interest
boondoggles.
It may be involved also in the abllity of voters to relate to the $72.200
S&lt;llary of an individual sena tor or rcpresentativ&lt;'. but who cannot fathom
the total costs of Congress. which are estiD1ated at $1.67 billion.
A third related law of spc&gt;nding might involve m embers of Congress

These were the facts : In December 1977. a 14-year-old named
Martin was charged wilh fi rs tdegree robbery. second-degree as-

sa ult and criminal possession of a
loaded gun. Another 14-year-old,
Kenneth. was arr estC'd in 1978 for
att empted robbery. A third 14-yea r old. Lui s. was c harged in 1979 with
an attempted armed robbery in
which he and four ot hers were
accused of putting a gun to a man's
head: th is was Luis' fourth appearance on fe lony charges, including
the knifing of a student . In eac h
case the t&gt;vidence of g-uilt w as
overwhelm ing. At arra!gnmt'nt.

Justice William Rehnquist posed
two questions: Does the New York
statute sentf' a legi timate s tate
objecti vp? Are the proced ural
sa fpgu ards suffi cient to accord the
juvenile offender the protections
known as "due process of law 7 " SL"

questions.

The playoff Monday for the United
States Open Golf Championship
lasted three hourss, 15 minutes. But
it was over in 23 minutes.
Fuzzy Zoeller made himself the
beneficiary of a three-stroke swing
on the second hole at Winged Foot,
applied unrelenting pressurf' to
struggling Greg Norman and scored
a record-breaking, eight-shot triumph in the American national
championship.
"I didn't want to leave any doors
unlocked," Fuzzy said. He had a
five-shot lead at the turn and never
let up.
Zoeller, a happy-go-lucky sort ,
subdued the tough course with a
3-under-par 67 against Norman' s
playoff round of 75. He shot the best
scarf' ever recorded in a playoff for
the American championship.
"I beat it," he said. "Maybe
tomorrow I go out and it ea ts m y

Alcohol depresses a person'&gt;
central nervous system, and when

ingested in a large enough quantity,
may require that the drinker
receive Immediate attention by
hospital emergency room
personnel.
When consumed in large quantitles or over a long period of time,
alcohol may cause a person to
exhibit aggressive, uncooperative
behavior or difficulty with coordlna lion and balance.
Extreme alcohol consumption
may depress the drinker's nervous
system to the point where normal
respiration is interrupted , and
cardiopulmonary support must be
given. Excessive alcohol consumpllon can decrease response to pain,
and can cause excessively low

blood pressure, vomiting, dehydratIng and sleepiness. Signs of extreme consumption might be tremors or convulsions, a rapid pulse

rate and paranoia or menta]
confusion .
There are steps to take to care !or
a person who has abused alcohol.
Prior to transporting the drinker to
the emergency room, you might
want to Induce vomiting, but only if
the patlenl is conscious. And be
prepared to rem ove the vomited
materials from I he patient's mouth
and a irway.
You should attempt to keep the
patient awake a nd stimulated by
gentle shaking, pinching and walk·
lng. Once the drinker slips Into an
unconscious state, he or she might
require artificial ventilation or
respiration.
If the person is exhibiting signs of

convulsions, protect the drinker
from falls or from hitting stationary
objects.
When a person overindulges, he
or she may experience panic
reactions or hallucinations. This
reaction may occur when the
drtnker has abruptly discontinued
use of alcohol. You must assure the
person thar this condition Is tempor·
ary. Be calm, controlled and

conl orted position , hindering blood
circulation to a limb. If the drinker
remains In this position long
enough, the muscle will be harmed
and nerves damaged. You might
want to reposition I he affected limb
to increase blood flow, raise the
limb, cool It without placing Ice
directly on the limb, and then
Immobilize it before proceeding
directly to the hospital emergency

room.

It must be emphastzro that the

use of alcohol can produce physical
signs that mimic other diseases or
conditions, such as uncontrolled
diabetes, head injuries , cerebral
palsy and toxic reactions.
