SENJOR CITIZEN ADVOCACY - A workshop with the purpose of
educating the older population In legislative matrers was held Friday at
the Senior Citizens Center. Pam Garretson, co-director of the
Appalachlan Ohio Public Interest Campaign, met with eight senior
citizens to discw;s problems and concern&lt;! and to develop a presentation
on the SPf"illc techniques of advocacy. Among the techniques discussed
was the effective use of the media, working through and with
legislators, government otllclals, boards, and bureaucrats, contact
approaches, and lo;.•ue dlscu.s.•lnns. Emphasis will he on involving more
seniors In the area of advocacy. The advocacy project wiD he a
continuing activity of the Retired Senior Volunteer Program. 992-2161.

Two people were injured in
weekend accidents investigated by
the Gallla-Meigs post of the state
highway partol.
Gary D. Michael, 31. R t. 1, Crown
City, was admitted to Holzer
Medical Center In good condition for
multiple trauma foUowlng a one·
vehicle accident early Sunday
morning. The patrol said Michael
was southbound on Ohlo2181nGallla
County, when he lost control of his
pick-up . The vehicle struck an
enbankment.

Michael was cited for OWl.
Roy S. Sansbury, 64, Middleport,
was treated and released at
Veterans Memorial Hospital,
Pomeroy, for bruises suffered when
his car ran off Ohio 143 In Meigs
County, struck a mailbox and
slammed Into a ditch. Sansbury was
cited for DWl and his car was
moderately damaged In the 8:40
p.m. accident.
A Meigs County resident escaped
Injury Saturday night when the
pick-up he was driving went out of
control and overturned on Orange
Township 444. The patrol said

Plains, was westbound when he lost

controversial nuclear weapon looms this week in
Congress, where the Republican-dominated Senate
takes up legislation authorizing the purchaseof21MX
missiles without the restrtctlons approved by the
House.
The Democrat -controlled House voted last week to
approve 15 missiles. But the House version put.s tight
strings on the MX money.
The battle is being fought out In debate over a bill
autllorizing military spending for the fiscal year
beginning Oct. 1. The House shaved $21 billion from
President Reagan's request when it passed its $284
bllliQn defense authorization bill. The Senate bill
comes to $299 billion, $6 billion under the amount

DUBLIN, Ireland !API- President Reagan, declaring "America is
prepared for peace," said today he
would be willing to stop- and even
reverse - the deployment of
intermediate-range nuclear mis·
sUes in Europe as part of an anns
control agreement with the Soviet
Union.
"But for such an outcome to be
possibl&lt;', we need to have the Soviets
return to the bargainlng table," he
said in the prepared text of an
address to the Irish Parliament .
"Before this body and the people
of Europe, I ca ll on them to do so,"
the president said.
The Soviet Union walked out of
arms control talks last November
after NATO began dPploying the
American-made missiles in Westem Europe. The NATOdcclsionhas
sparked protests throughout Eu rope. including in this neutral
nation .
Despite the Soviet wa lk -out,
Reagan asserted it was still possible
for an arms control agreement.
" I am prepared to halt, and even
rt'\'E•rse. the deployment of our

intermediate-range missiles from
Europe as the outcome of a
verifiable and equitable agrePment," he said.
The president also said the United
States wants "greater dialogue"
with the Soviet Union "to guard
against miscalculation or misunderstanding In troubled or strategically
sensitive areas of the world."
He urged the Kremlin to agre&lt;&gt; to
concrete actions at the Conference
on Disarmament in Europe, being
held in Stockllolm, to make conflict
in Europe Jess likely.
"In solidarity with our all ies,
confident of our strength, we
threaten no nation," Reagan
declared.
And the president said: " I tell you
today !rom my heart, America is
prepared for peace."
On another subject, Reagan said
" I repeat today: there is no pla ce for
the crude, cowardly violence of
terrorism - not in Britain, not in

Reagan praised efforts to seck
reconciliation of all sides in the

Hunt continues for escaped murderers

leads in the hunt for four
convicted murderers who escaped from Virginia's Death

Some months ago, T~ Washing·
ton Post's Lou Cannon complained
that the press was being "too lair"
to Ronald Reagan. He will probably
be embarrassed lor the rest ol his
life by that amusing complaint, It
being generally understood that
there is no such thing as being "too
lair" any more than one balks in
striving for perfection In any of the
virtues ("too klnd?" "too compas·
slonate?" "too wise?").
The boys put It down to a
Freudian slip. Lou Cannon does not
like It that, after three years, the
media have not succeeded In
por1ray1ng Ronald Reagan to the
American people as an unpleasant

The old political adage is, "Mud sticks." It means bad news affects
candidates more than good news.
In the case of Ronald Reagan, there's been a lot of thought that somehow
the adage doesn't stick. He's been called "the Teflon candidate ," as a way
of saying that events that might pain anothE!r incumbent presidential
candidate don't seem to hurt Reagan. He sidesteps troubles.
But in the view of political analysts .John E. Meniam and Jeffrey .J .
Hallett, who earn their living tracking political issues, the Teflon label has
been oversold. Bad news sticks to Reagan, they say, just as it does to other
politicians.
Merriam and Hallett publish a newsletter, Issues Management Letter.
They invited reporters to their office a few days ago to share their thlnklng
about how the way issues treated by the newspapers, television and the
newsweekly magazines affect the candidates.
Merrtam and Hallett see elections as national events in which the people
send signals of all sorts to their goverrunent.
Even the roughly 50 percent who don't vote are participants. They' re
sending messages. One is that they are more or less satisfied with the
status quo. Aoother is that they don't think it will make a big difference who
is president. As long as a president keeps the country from being attacked
many people will fee l that their llves are not shaped by the occupant of the
Oval Office.
But the 50 percent who do votP- some voting against someone, usually
the incumbent. and some voting for someone - the Issues do make a
difference. in the view of analysts Meniam and Hallett.
They've devised a formula for tracking issues and candidates' fortunes .
It assigns negative news coverage four times the importance as positive or
neutral n€"NS coverage.
Their theory is that the cand idate who gets the least bad news coverage
immediately before an election is the candidate most likely to win.
They tJied to provp it by correlating the fates in the primaries of
Democrats Gary Hart, Walter Mondale and Jesse Jackson with their
treaa tmen t on thP networks and in the papers and magazines.
Hart started high after New Hampshire, with the advantages of
freshness and the appeal of a futu re-looking "new Ideas" campaign.
Mondale was hurt by his loss in New Hampshire, the dashing of high
expectations.
But just as news coveragP of Ha n focused on two personal issues- his
fudging of his age and suspictons about why he changed his last name from
Hartpence - his success at the polls dropped.
Hart rebounded in Ohio and Indiana - refiecting, Merriam and Hallett
contend . the bad-news beating Mondale took over the issue of backdoor
financing of his delegate committees Y.1th money from political action
committees- the taint Issue.

The next day, Joanne Omang of
The Washington Post telephoned
Marshall Breger and asked was it
true that President Reagan had
represented himself as a Signal
Corps photographer who had taken
pictures of the concentration
camps? No, Breger said. The
president had said he had seen such
films, taken by the unit to which he
was attached, and that the films
had made a lasting Impression on
him. Shultz confirmed that this was
what he had heard. Marty Mendels·
sohn, counsel for the Simon Wles·
enthal Center, contacted Rabbi
Hier in Los Angeles, who confirmed
that this was what he had heam.
The contusion was attributed to~~~
insecure English of Mr. Wiesenthal.
Miss Omang published the correct
story In The Washington Post. And
a few weeks later Lou Cannon
published his own version, which
conflicted with the news story in his
own paper.
The columnist made It sound as
though Reagan simply comes up
with these Improvisations, as useful
theatrically. The White He use
released a videotape, no less, of an
appearance by the president in the
East Room on April 30, 1981. at a
Days of Remembrance ceremony.
Said the president:
"I remember April '45. I remember seeing the first film that
came In when the war was sill! on,
but our troops had come upon the
·first camps, and had entered those
camps. And you saw unretouched,
no way that It could ever have been
rehearsed, what they saw.

WASHINGTON - Commerce
Department lawyers have been
using shoddy tnctics to disc rt'&lt;iit a
whistle blower who dared to stand
up to her bureaucratic bosses. She

encountered such harassment that
it moved President Reagan to a n
e motional outburst w he n he
learned of it.
The tactics of the Commerce
lawyers - Irving Margulies, Gordon Fields and Thomas Conley threaten to discourage government

employees who may be thinking of
exposing waste, incompetence and

corruption in their agencies. In fact ,
their attempt to discredit the
whistle blower could undercut the
president's pledge to battle bureaucratic misbehavior.
For two years, m y associate Indy
Badhwar has been following the
case of Billie Ga rde, a young
mother who exposed sexual harassment and political cronyism in the
Census Bureau office in Muskogee.
Okla .
About 10 weeks aft er starting her
job in 1980, she began complaining
about her boss. John Hudson, to his

he first threatened her, then fired
her. Also, according to a 400-page
Inspector-genera l report that exam·
ined Mrs . Garde 's charges, Hudson
helped her ex-husband to obtain
custody of the Gardes' two Uttle
girls.
Hudson eventua lly went to jail
because of the way he ran the
census office, but the damage he
had instigated lingered on. Mrs.
Ga rde' s long legal fight to regain
custody of her children finally
succeeded, but It left her broke.
As I reported three months ago,
Reagan was told about the case at a
Cabinet meeting. He reportedly
pounded the table in anger and
said : "Tell me this couldn't
happen! Not in my country! Not In
my country! "

The IG report - signed by
Commerce Secretary Malcolm Bal·
drige and sent to the White Houseconcluded th at Mrs. Garde had
been sexually harassed and im·
properly firi'd . So she sought
compensation for the lega l costs she
had to pay as a result of the
harassme nt. But this elementary

justice was apparently more than
Commerce's lawyers were willing
to give.
They set about to depict Mrs.
Garde as a greedy, unscrupulous,
dope-smoking, willing participant
in the crimes she had exposed. At a
recent Equal Employment Opportunity Commission heartng. for
example, attorney Fields suid. " If
the Commerce Department had
been aware of her conduct, we
would have fired her ourselves. "
At one point, the lawyers tried to
show that Mrs. Garde had not been
fired, but that hPr job had been
abolished. Yet in an earlier statement , Fields had said, "We agree
that she was fi red illegally."
And in a letter dated Feb. 22,
attorney Conley wrote to Mrs.
Garde's lawyer: "I want to reiterate our sympathy for your client
and our desire that she be
compensa ted for the da mages
caused by the Commerce Depart·
ment's employee ... "
But the lawyers had a curious
way of showing their sympathy.
For example, Fields told the EEOC

superiors. When Hudson found ou1,

that Mrs. Garde was trying to
collect $!0l,OOJ In damages, a figure
he termed "incredible."
It was not so much Incredible as

"There are a lot of good shows
here," he sa id . ''I'm looklng for TV

"You got It. The outtakes of the
goofs have now become more
popular than the shows themselves.
The audience loves them and il
doesn't cost us a dime. The trouble
is that we've used up so many real

In a full slate of weekend baseball
action, the Meigs Legion dropped
three of four games, splitting at
home with McArthur Saturday and
losing two to Glouster Sunday.
Meigs vs. McArthur
Wildness and poor fielding (six
errors) resulted in nine McArthur
runs in the fi rst two Innings n the
visitors' 11·5 win in Saturday's first
game.
Brian Shepler started on the
mound for Meigs and had relief help
from Trey Cassell and Rick Wise.
They combined for four strikeouts
and nine walks . Ousley went all the
way for the Vinton Countians,
fanning seven and walking six.
Meigs hitters were Nick Riggs
with a double and single, Cassell
had two singles, and Jackie Welker,
Kevin Eastman, J ay Carpenter.
and Shepler a ll singled once.
Haskins, Bates, and Ousley all

The latest decline followed modest 0.1 percent dips in the previous

The Associated Press drew up a
random list of 15 commonly
purchased food and non-food Items,
checked _the price at one supermarket In each of 13 clUes on March
1, 1973, and has rechecked on or
about the start of each succeedtng
month. One Item, chocolate chip
cookies, was dropped from the lis\
because the manufacturer dlsco!lttnued the package size used In \W
survey.
No attempt was made to welg\'lt
the AP swvey results according to
population density or in terms of
what percent of a family's actual
grocery outlay eac h llem
represents.
The day of the week on which the
check was made varied depending
on the month . Standard brands and
sizes were used w hen available.
The Items on the AP checklist
were: chopped chuck, center cut
pork chops, frozen ora nge juice
concentrate, coffee, paper towels,
butlE'r, Grade-A medium white
eggs, creamy peanut butter,
la undry detergent, fabric softener,
tomato sauce, milk, frankfurters
and granulated sugar.
The dUes checked were: Albuquerque, N.M .. Atlanta, Boston,
Chicago, Da llas, Detroit, Los Angeles, Miami, New York, Philadelphia, Providence, R.I., Salt Lake
