SPEAKER - Joe Struble, Middleport Postmaster and a past
commander of Drew Webster Posl39, American Legion, was speaker
for annual post Memorial Day servires Monday. Struble stressed
people have an obUgallon to sen~e their oommunily, state and nation
and paid tribute to the dead who did so much in the way of service. He
tied into his talk the special serylces yesterday at Arlington Cemetery to
hooor the unknown soldier of the VIetnam War and urged those
attending to always remember the service to God and oountry given by
those honored on Memorial Day. Pnst Conunander Don HunneU was in
charge of tbe services. Other talks were by Ellen Rought, president of
the post's auxiliary, and JWJe Ashley, regent of the Daughters of the

property and a Dexter juvenile has
been charged with theft as the result
of an incident in Salem Township.

For many year s, John Winthrop Wright sought an explanation for the
Federal Reserve's behavior, which he c laims has cut nearly $3 trillion
!rom U.S. production in the past 14 years.
He has not received a satisfactory answer for what he calls the Fed's
"Institutionalized misconception," or the notion that inflation can be cut by
shrinking the domestic supply of dollars.
;'Nothing could be farther from the truth," shouts Wright, who as
founder and president of Wnght Investors' Ser,ice, Bridgepon, Conn ..
handles $1.3 billion of investments for clients.
The Independent -minded Wright, whose research and scholarly bent
keeps hlrn close to academe and the business community, has brought his
message to the Fed. to Congress and wherever It can have impact.
He's made some impact on legislators, but little headway with the Fed .
He won't g1ve up; he takes hls message wherever he goes , most recently to
a lectw-e hall at West Texas State University in Canyon .
· He reminds llsteners that for two centuries doctors endorsed
phlebotomy, or bloodletting. as a n almost universa l cure. That, he says, is
what tJie Fed does when it cuts the domestic s upply of money as an antidote
to Jnnatlon or other economic problems. In his ,;ew, it bleeds the economy
Into anemia . but doesn't cure a blessed thing.
Wr1ght argues that the pragmatism tha t brought economic success in
the 1950s and 1900s has now been replaced by professional dogmatism that
haS blinded the Fed to the damage being done by Eurodollars.
In his view, the Federal Reserve repeatedly puts a stranglehold on the
domestic supply of money, da maging the econcmy in the process, while
Ignoring the creation of dollars outside the United States.
To hlrn, It Is madness to attempt th e control of inflation by limiting the
supply of dollars made in the United States when the creation of dollars
abroad - E urodollars - is unrestricted .
1n the United States, the fed seeks to control dollar creation by raising or
loWering the percentage o! funds a bank must keep In reserve. If the
reserve Is lowered, the bank can make more loans .
Well, you call them loans, but others call them dollars. They become so
when the loan Is redeposited, permitting the recipient bank to go out and
~e more loans that are, as they say, dollar-denominated. Money is
c~ated .

years following World Warn the United Sta tes ran a deficit in
Its'balance of payments. It bought a lot of foreign goods and it left a lot of
dollars abroad, and they In turn created more dollars, or E urodollars.
As Wrtght points out, this dollar-creation avoids not only the restraints of
the Federa l Reserve but of any regula tions by the central bank of the
na)lon In which the depository bank is situated .

recently spent a day with Morales
in the "maximum security, hi ghiy
da ngerous wing" of the Mexican
prison Reclusorio Norte.
Mora les Is a deceptively relaxed,
soft -spoken m an - congenial in
respose, int ense when animatedwho ca n r outinely give orders for

s hoo tings and bom bin gs. He
learned his combat tactics on the
streets of East Harlem where he
grew up; he picked up his politics
from the radical movements of the
19Ws. Now 34. he has developed a
smolderi ng hostility towa rd thi'
society that spawned him . a n
a nimus so deep that he is willing to
sacrifice his life in a futile struggle
aga inst the U.S. power structure.
Morales is stan ling to look at. His
chin and mouth were disfigured by
a bor\1n.,thal blew up in his face six
years ago. The same accident left
with a single, grotesque finger
whNc a hand should be.
The terrorist leader talked inCPS ·

santly about "imperialist dom inatio n" by the Western world. Yet hi s
la nguage was more st reet talk than
Marxist dialectic. He left no doubt
tha t he was more int erested in
action tha n theory.
Police reports confirm that Mo·
rates has ma naged to find plenty of
action. As a leader or the Pueno
Rican radical group known as
FALN, he has been involved in
shootouts and bombings. He made
a daring escape In 1979 from a
fourth-floor window of a New York
pri son hospital. The FBI has
warned a ny agents who may
e ncounter him: "Morales should be
considered armed, dangerous and
an escape risk."
In an ea rlier report, I cited
inte lligence warnings that the
FALN has set up mobileca mpsjust
across the M exican border to train
terrorists for a ttacks on the Los
Angeles Olympics a nd that Mora les
may be delivered into the custody of
leftist a uthorities In the 'Tijuana
area. This would put him as close to
Los Angeles as he cou ld get and stU!
be in Mexico.

Morales has been locked up for
kllllng a Mexican policeman in a
gun ba ttle; other c ha rges could
keep him behind bars the rest of his
life. Yet he seemed confide nt that

he would get out. He hint ed to my
reporter J on Lee Anderson that a
political deal might be In the works.
Anderson is the !lrst reporter
whom the FALN has cleared to
meet Mora les. The sc reening process was e laborate. beginning \'.ith
a contact on the U.S.-Mex ican
border. Anderson had to make two
trips to Mexico City where he was
put In touch with a Trotskyite
politician. Next he was cleared by a
left -wing act i\rist who once ran for

president of Mexico. Finally, Anderson was taken to the prison by a
woma n w ho is one of Morales'

lawyers.
Morales treated her in a ma nner

that conveyed his a uthority. She
handed him a m anila C'nvelope, and
he ripped il open Wit h the lone
finger on one of his stumps. It
cont ained a leltf'r f rom his wife,
who is serving a 7!1-year prison
sentence for terrorist act ivity in thf'
Chicago area.

take an oath that. If Imprisoned.
they will declare themselves political prisoners. This means they
can' t request parole, which would
imply that their crim es were

Legion baseball team that opens Its
season Wednesday night at 5: 30 in a
double header at Matietta.
Four different high school s will
bP represented on the local Legion
team, which In the past decade and
a half has been one of the region ''
top team s. A 7-21 team from a yea r
ago was uncharacteris tic of typical
Meigs Legion teams .
Meigs will stil l be a ver y young
team des pite the return of several
vetera ns. The locals will lose only
three more players a t tneend of this
season .

Among the 18-player roster includes four from Gallipolis, thrf'&lt;'
from Southern , one from Warren
Local, a nd the remaining eight
from Meigs.
"We have some good talent. We
jus t have to get the m used to
playing together ," said Welker. The

household may now be eligible for
assistance with primary care and
acute medical treatment through a
new Meigs Job Bill Program.

here Tuesday afternoon to complete
arrangments for the medical pro

The county has been allocated
~7,200 in state and federal funds
through Dec. 31, 1984 for the
program. It will be administered
through the Meigs County Health
Department with Dr. James With·
erell and Dr. Wilma Mansfield as
the participating physicians.

The number of new U.S. busi·

months of 1984, the highest number
of companies to open their doors in a
comparable period since 1978, a
business lnformallon service
reports.
Meanwhile, the workplace efficiency for all private businesses
rose at an annual rate of 4.1 percent
during the first quarter, the Labor
Department said.
In Its report on business slarts.
Dun &amp; Bradstreet Corp. said the
first -quarter total was up9.4percent
from the first quarter of 1983,
although the new flnns employed
stlghtly fewer workers - 59,'789
compared with 60,691 a year ago.
Gains In business starts were
made In every major Industry In the
