officials are cautiously optimistic
that Ohio will continue making
gradual progress in repaying the
sta te's massive debt to the !ederal
government for jobless benefits.
When Gov. Richard Celeste took
office in January 1983, the state had
boiTOwed $1..8 billion to keep Its
unemployment benefits fund sol vent. The debt has since risen to$2.2
billion .
The state Is asking for another$14
million and borrowed the same
amount in the first six days of April,
said Roberta Steinbac her. administra tor of the Ohio Bureau of
Employment Services.
"Last year at the height of this
recession we were OOrrowing $11
million a day," Ms. Steinbacher
said .
A new state law raising employer
taxes and capping benefit levels
took effect in January. But the

COLUMBUS, Ohio (API -The
Ohio Bureau of Employment Services says unemployment benefits for
Ohioans will be cut April 22 despite
an increase in the state's jobless rate
in March.

iPr said Sunday the federal governm ent will reduce coverage by two
weeks for Ohioans who request
benefits on or after Apri122.
Unemployment benefits In Ohio
now total a maximum of 40 weeks.
Qualifying recipient s receive up to
26 weeks of regular Ohio benefits,
then become eligible for another 14
weeks of federal supplemental
compensation.
Ms. Dozier said the supplemental
benefits an• being cut to 12 weeks.
She said the U.S. Department of
Labor computes the amount of
supplemental benefits for each state
based on the number of persons
drawing benefits compared with the
number of workers covered by
unemployment insurance.
Ohio's benefits are being reduced
because the state has suffered high
unemployment for so long that the
premlwn pool for covered workers
Is not meeting demands on It, Ms.
Dozier saki.
The govenunent said unemployment ln Ohio increased In March to
10.2 percent, up from 9.3 percent in
February . The national rate ls 7.8

Three people died in traffic
accidents around Ohio over the
weekend, according to the Highway
Patrol.
The patrol counted weekend

Senate dems avoid
SERB controversy
M aj ority Senate Democrats want no part of the controversy surrounding
Gov. R icha rd Celeste's attempt to oust Theodore Dyke as chairman of the
newly crm tPd State Employment Relations Board.
But Senate President Harry Meshel, D-Youngstown, says the matter
could be dumped into his lap, and he has a stra tegy or two in mind.
He sa id at week's end he has talked about the possibility \\olh the
govrmor. but that no decisions have been made.
Celeste asked Dyke, a professor at Cleveland State University, lo resign
after accusing him of foot-dragging and a lack of leasdershlp in gearing up
for implementation of Ohio's new public employee collective bargaining
law.
Dyke refused and Celeste sta11 ed legal proceedings under the new law
whieh permits tlle governor to r emove SERB m embers, after a formal
hearlng, for malfeasance or neglect of duty.
In the absence of Celeste, who is an a trade miss ion to Europe, the
governor's office announced Friday the appointment of former AttornPy
General William J . Brown as special examinPr for the proceedings.
Howev&lt;&gt;r. Celeste's aides were saying priv ately they still hope that Dyke
w ill step down voluntarily. No date for a r emoval hearing has been set.
Som e have said the hearing could drag on for weeks or even months if
D&gt;·ke, 63, hangs tough in his refusal to resign from the $58,600-a-year post.
The SenatE' is tlle govemor' s third option.
The Senate must confirm gubernator ial appointments but has not yet
.acted on that of Dyke. However, the law permit s him to servP until such
time his appointment is rejected.

Hep. Phillp Sharp, D-lnd .. one of the
few in government who is alarmed
at the pipeline situation. He has
good reason to be. ln 1968, a gas
pipeline explosion. touc hed off by a
fire In a gun store, destroyed half of
downtown Richmond, lnd , killing
41 people.

ordinanCE' which establishes M iddleport Villag&lt;' as a
"Conununity Reinves tment A rea ··. T hrough the
reinvestment area plan , ta x exemptions will be
prov ided as follow s:
(1) For I he remod&lt;:'ling of f'Very dwelling containin g
not morE' than two family units upon which the cost of
remodeling is at least $2&gt;00 the improwment would
be tax exempt for 10 years.
(2) For the remodeling of every dwelling containing

m ore than two units, and commercial and indust rial
propeM ies , upon which 1he cost of rcmod&lt;'ling would
be al least $5,001. the improvem ent would be tax
exempt for 12 years .
(3 ) EvP ry new dwf'll ing . commercial or industrial

Saturday afternoon .
1\lir . Larkins was born in Meigs
County th&lt;' son of the late William
and M ary Pow&lt;:'!! Larkins. His wife,
Ruth E . Branch Larkins died in 19ffi.
HE' w as also preceded in death by
four brothers, two sisters, one
daughter and one son.
He was a retired employe of
Eastern Local School. He lived in
Long Bottom his entire life.
He L• survived by two sons,
Raymond W. Larkins, Tuppers
Plains; Howard D. Larkins, Por·
tland; two daughters, Mrs. Norman
(Ver a) Weber, Tuppers Plains;
Mrs. John !Donna I Bogard, l.J:mg

Evans. Nelsonville; 13 grandchildren and 11 great grandchildren.
