Reagan angered by

l'{ews leaks, some of whlc.h make President Reagan mad enough to cuss
In (llbllc, Dared anew at the White House this week.
Reagan awoke at Camp David last Wf'!!kend to llnddetalls ollntelllgence
·docUments related to a secret CIA plan to undermine the g~>vernment of
Ubya's Col. Moammar Khadafyon the front pageoi'TheWashlngtonPost.
Breaking with a past practice r:loot commenting oo such matters, the
White House announced an angl!red Reagan had ordered an Immediate
lnv~t!gatlon Into the leaks and demanded "appropriate action" against
an~ responsible.
The White House reaction was much more muted earlier w~n The Post
llBrEd rough details of the new arms controlproposal the United States was
presenting as an alternative to Soviet leader Mlkhall Gorbachev's proposal
for a 50 percent reduction in nuclear weapons.
That information. like the material related to Khadafy, was classllled.
Butthe sources, their motivations and Impacts In each case were different.
While the administration prefers to not discuss Its arms proposals In
public, selective leaks- are a common technique to make the case that
Reagan, under pressure from Congress and Western allles, Is serious
about the negotiations In Geneva.
To ihat end. an unldentllled administration official, divulged that

proposing reductions In nuclear
When that Information was published, there was no stamping r:l feet or
slamming of lists at the White House. where Reagan had declared 22
moilths earlier that he had "had It up to my keister" with leaked reports ol
turl.battles among his senior advisers.
In·the case ol the Libyan story, the White House reaction was provoked
by fear of embarrassment and jeopardlzlng of a oovert operation.
On Oct. 1, as he announced he was dropping Health and Human Services
Secretary Margaret Heckler from h1s Cabinet and insteal) naming her
ambassador to Ireland, Reagan assailed the "maUclous gossip" that "we
were doing this in some way because we were unhappy with what she was
doing where she was."
,
"1 don't know ... where this was coming Iron!.' he~· .
Reagan need have looked no farther than his rroming senior staff
meeting.
Whether he knew the extent of the hehlnd·the·scenes maneuvering to
oust Heckler Is not clear. But Reagan dld little to root outthe source ol the
Heckler leaks.
tlo
hi h belle 1he ext t t
Beyond occasional expressions of lndlgna n. w c
. en
which hls senior advisers leak tidbits of gossip and hackroom policy to
reporters on a regular basis. Reagan had done little to hack up his talk with
action.
In January I982, he Issued a strtct set ol guilelines to safeguard ctassl!led
Information and control contacts between reporters and govenunent
officials. He rolled back some of Its rmre controversial elements the
following month.
In September 1983, Reagan warned federal employees in a letter that
unauthorized disclosure of classllled Information Is Illegal and pledged
adrril!tJstratlve action or even criminal prosecution against leakers.
D$ys later, Reagan ordered the FBI todetermlnewhether top olflclals d
hls ~blnet or the White House were responsible for news reports that he
had authorized the use of air strtkes In Lebanon to protect Amertcan troops
there.
A$ It turned out, the investigation, which Included FBI Interviews with
top White House aides and Reagan advLsers, was not the first such Inquiry
of Ita kind since Reagan had taken oflce. But like the rest, the Inquiry lalled
to !lim up the culprtts.

where the dictator was tv led up
behind Sovlet·made tanks and

The coup atte~pt was doomed
before It started. Two days before
the Tripoli battle, the Salvation
Front's top military man had been
captured near the border as he trted
to sneak in from Thnlsia. But the
group's leader, Mohammed Yousset Magarleff evidently felt he had
to go ahead ~lth ~ q>eratlon to

even perceived oonnectlon, with the
CIA. The merest hint d. CIA suwort '
could destroy him politically. He
even refused the CIA's request to
lend his support tn the uninspiring
Magarteff.
By our own count, there are at
least two dozen groups and prominent Individuals wiD would like to
see Qaddafl ousied. They include
lertlsts, rlghtlsts, rronarchlsts and
Islamic fanatics, yet ai-Huni appears to be acceptable to all of t~m
as the "Mr. Clean" of Libyan
politics. Many Opposition leaders
have tried to enllst ai·Hunl's
allegiance, but he has ftrmly
resisted their overtures. He Is now
the leader of a coalition currently
~ing formed.
A sofl·spoken, affable and unpre·
tentious man, ai·Hun! has lived
quietly In Cairo since 19'15. An
unsuccessfUl coup that year In
Tripoli made him lear he was under
suSpicion by Qaddafl, according to
a secret CIA report. So he decided
to stay in Egypt.

In addition to his high standing
with exile groups, al·Huni also
worries Qaddafi because of his
close ties to a key faction of the
60-member Free Officers organ!za·
tlon set up by Qaddafl to run the
Libyan government.
Inevitably, the dictator trted to
have his dangerous r1val ellml·
nated. According to a CIA report,
on March 6, 1976, thrre hit men
armed with guns and grena:les
hoarded a plane In Cairo oo which
ai-Hunl had booked passage to
Rome. They Intended to hijack It
and take al-Hunl to Libya. Fortu·
nately for al-Hunl (and the Iiane's
passengers). he switched· planes
"after being a~vlsed to do so by
Egyptian authorities as a precau·
tionary measure," according to the
CIA report, which added: "When
the three Libyans arr1ved in Rome
they were arrested."
There have been no attempts on
al·Hunl sln<l' then. but as he begins
to speak out against Qaddafl- and
as the dictator's lllld on Libya
grows even shakier - al -Huni wUl
