Social Security becomes hot budget ttemagatn
WASHINGTON (UP!)- Social Security Is shaping
up as the "linchpin" !~sue facing House Democrats on
the Budget Committee as theyworkona spending plan
for next year, says panel Chairman William Gray.
Commlttee Democrats met late Into the night
Monday but had not settled the Socl;ll Security Issue,
Gray said. The Republican· led Senate last week voted
to freeze Social Security payments to 36 million
recipients, denying a scheduled cost-()f·Dvlng
Increase.
·
Democratic leaders tried to make polltlal points on
the Issue, ell lng President Reagan's campaign pled~
not to touch the pension program. But House
Democrats themselves were divided .
They set a meeting today to consider a resolution
from Rep . .James Oberstar, P.Minn., that would
require the budget " not Include any reductiOn In Social

Reagan's decline

Budgets & buck moths.=---_
WASHINGTON - WID we ever
get out of the budgetary mess we
are In? Prospects grow. gloomier
day by day. Between the forces of
self-Interest and shee~ stupidity,
eltorts to work toward a managea ·
ble deficit are helng crushed to
death. Let me cite t~ examples.
A publication came In the other
. day from a non-profit conservationIst group known as Defenders of ·
Wildlife. The Defenders wanted to
vent their unhappiness with the
Reagan administration for Its
failure to fund tlje Endangered
Species Act as the Defenders would
like It to be funded. The tone of this
- report Is petulant, demanding,
critical, carping. The conservation·
lsts think only of more, more, more.
Granted, In a $900_bUtton budget,
the few additional millions de·
manded to expand the.endangered

species prilgram are small ilotaloe!!· The administration has proposed to freeze the budget of the
Fish and WUdllfe Service at a bout
$24 million In baste funds for
endangered species plus $4 million
In grants to the states. The
administration also bas proposed,
In the name of economy, to put a
moratorium pn further acqulsltlons
of land. ~ .
The Defellders and their conservationist ames disdain such economies. Tbey demand ti4 million for
basic programs and at least $48
million lor land acquisition. Without
'such funding, they contend,
hundredS of endangered animals,
birds, plants and marine creatures
may become' even more endangered. Some may become extinct . .

He also suggested that residents
may become "llfeworkers" by

services, the program has now
grown to Include tube and intravenous feedings. In-home chemotherapy wru soon he added to the wide
range of services offered through
the home health care program.
Currently 70 patients are being
seen by the four registered nurses,
four aides, and a pliys!cal therapist
with 548 In-home visits belrig made
during April. According to Mrs.
Smith the caseload continues to
blcrease, with a high percentage
being cancer patients.
She explained that the emphasis
of the service, with the continual
cutbacks In h05pital time paid by
Medicare, Medicaid, and private
Insurance companies, is to dis·
charge the patient as soon as quality
care can be provided In the home,
and to keep the patient In the
familiar home setting and out of the
hospital as long as possible.
VIsits to the homes are made,by
the home health nurSes and aides as
frequently as required. The cost Is
$32 a visit, whether made by an aide
to give a bath, change bedding and
see to other needs of the patient, or
by a registered nurse to change
catheters, dressings and feeding
tubes, or take laboratory specimens. Most, It not all, ofthe cost for
the home health nursing service is
paid by Medicare, Medicaid or other
Insurance, according to Mrs. Smith.
