WASHINGTON - President Reagan says there is too much
attention being paid to "side shows and hoopla " ;in Washington
Instead of focusing on the real issufs concerning the federal deficit.
Democratic moves for new excise taxes and the general economy .
It's understandable why the president would want to shift the
spotlight away from the Iran arms-Contra aid scandal hearings. But
even the lawmakers holding the hearings sa y that some of the
testimorcy is even more astounding I hate television dramas.
There is a subtle pressure on the White House as it waits for one
shoe afier another to fall and stil l seeks to portray a ' 'business as
usual" atmosphere.
President -Richard Nixon, at the height of the unraveling of the
Watergate scandal, said he was "not going to wallow in Wa(ergate."
Presidential $upporters who hope it w ill all go away. and soon. are
say ing the country could care l ess, that no one is watching, it's a big
yawn and boring.
But there are viewers in the country who realize that the drama
being played out on Capitol Hill Is ext remely Important to the
question of conqucting government under law and the separation of
powers.
And like Watergat e, the r evelations are Inexorable.
The issue that hangs over the hearings is, of course, what role the
president played . He has now acknowledged that he gave the
go-ahead on the sal e of an:ns to I ra n to win the release of the American
hostages in Lebanon. But he adamantly ctenles any knowledge of the
si phoning of profits from I he weapons safes to aid the Nicaraguan
rebels, or Contras. or to aid and abet interna tional profiteers.
If that is all true, and no one has said otherwise, then surely the
president must be astounded at w hat happened in the White House
under his watch. What ca n he think of the machinations and
privatizing of foreign policy that wen t on·under his name.
The lack of outrage is gl ~r ing on all sides. When &gt;Attorney General
Edwin Meese was shown the so-called ~making gun memo on the
diversion of funds to the Contras, he was quoted by an aide as saying:
• "Oh. darn.'' Not even an expletive deleted, or a sense of shock.
Secretary of State George Shultz said on NBC's " Meet the Press"
that some of the disclosures were "sickening. " But what was he
angry at was not particu[ar ly the lies. but the fact that international
aqns deal er Albert Hakim might have indicated the administration
would m ake a deal with Kuwait to r elease Arab prisoners arrested -In
tecror ist bombings in exchange for freedom for the American
hostages.
That would go against Shultz's " no deals. no negotiations" policy,
even though that has been repudiated w ith the Iran dealings.
But Shultz did not express any outrage at Assistant Attorney
General E lliott Abrams misleading Congress. He said Abram s
sirftply did not give Congress certai n Information.
And then there is Sen. Orrin Hatch, R-Utah . He sat for days
listening to tes timony of deception. lying. altering top secret
do¢uments and shredding them. And the only time he expressed a
feeling of being " let down" was when he heard testimony that Lt. Col.
Oliver North perm itted t o be placed around his house a secunty fence
th&lt;jt allege~ly was pa1d fo,r pnva tely by those running his secrl't a~!11s
operations.
When Fawn Hall, the former secretary to North , who was fired
from the national security staff, testified that "sometimes you have
to go above the writ ten law," it caused a bit qf a stir, but not much.
Even the witnesses who are coming forth and telling all now admit
that .while som e questions occurred to them about the legalit y_of some
of t he national security operations, no one blew the whistle. Former
FID Director William Webster, now the CIA director. held 11p an
investigation of the downing of a Sou thern Air Transport plane,
inoolved in Contra support , at the behes t of Meese.
White House chief of sfaff Howard Baker has said that Reagan will
iss11e a statement when it is all over. But that may be a little late in the
gam e.
