to be decided by Meigs County
Engineer Philip Roberts , accord·
lng to Information from the
Meigs County Commissioners.
The commissioners met Wed·
nesday afternoon with Ron Hoi·
ter, of Court Street In the
Morning Star area, near Racine ,
to discuss the petition.
Holter said he travels the road
In question on a dally basis and he
is "tlred of driving through a
barn yard to get to town." Holter
said that many other dally
travelers of the road agree wltlt
hlm that the cattle drive Is a
problem because lhle does not
clean the manure from the road
when the drives are completed.
Holter pointed out that manure
will damage the paint on a
vehicle If It stays on the vehicle
for very long.
He also reported that the
. matter has been discussed per- ·
sonnally with !hie and that IItle
has said he doesn't have to clean
the road after the drives .
Holter said he spoke with

torney Carson Crow about the
legal aspects of a farmer's
responsibility for cleaning off a
publiC road after It's been dirtied
by cattle, and he expects Craw's
determination on the question
right away.
Holter said he Initiated the
petition drive . to determine If
other residents of the area feel
the same as he does. He said he

could have gotten many more
signatures If he'd spent more
time gathering names.
Holter also pointed out that the
road at this point on Forest Run
Road is extremely narrow, Which
Is also a problem to motorists II

While gathering signature$,
Holter said he received several
suggestions from area residents
to alleviate the problem, from
rerouting County Road 30 to the

Johnson residence" to installing
an eight foot culvert pipe to be
used as an underpass.
Holter said he realized wha tever Is done will require moving
fences and electric poles but he
feels that as taxpayers, the
residents In that area and the
travlers on the road deserve
Improvement.
"We're spinning our wheels
here." Commissioner Richard
Jones told Holter, "unless we
present this petition to the county
engineer, since the matter Is
completely under his
jurisdiction."
Holter said he called the Meigs
County Highway Department on
at least two occasions but was
never able to reach the engineer.
He also pointed out that he and
other residents of the area are
concerned that the engineer may
be reluctant to take a stand on the
matter since the engineer Is a
relative of IItie' s.
Holter told the commissioners
he did not like having to complain, and he commended tile
commissioners for their serVice
to the county , "but It's time
something Is done about this." he
concluded.

19 state forests.

(UP!) - Chris Evert faces
defending champion Martina
Navratilova for the 76th time in
their careers today In one semlfinal at Wimbledon.
TheCzechoslovak-bornAmerlcan has won 39 and Evert has
captured 37. Navratllova overcame unseeded South African
Ros Fairbank in three sets
during a quarterfi nal match
Tuesday.
Navratilova has her sights on a
record ninth Wimbledon singles
tltle, and admitted it was the
thought of earning it that pulled
her through the rough moments
against Fairbank.
" I want to win here very

football coach last season, Wednesday joined form er Buckeye
basketball coach Eldon Miller by
landing the head coaching job at
the University of Northern Iowa.
"It's nice to be at UNI and to be
the football coach. I'm looking
forward to this coming season
very much," said Bruce. " I like
to coach. The reason I'm here
probably is·because of the people
that I've m et In Iowa
previously."
The 57-year-old Bruce, a
former coach at Iowa State,
signed a four-year contract at the
Division 1-AA sc hool with a base
salary of $64.000 for th e first
year. He was selected to succeed
Darrell Mudra from a list of 25
candidates , narrowed to fou r
finalists by UN! Athletic Director Bob Bowls by this month .
"I look forward to being on the
job next week and getting prepared for the young men that will
come In Aug. 8 and to play the
University of Pittsburgh Sept.
3, " said Bruce. "To say the least,
to play a team of that caliber In
your opening game Is a big
challenge, but I look forward to
that. "
Bruce was fired Nov. 16, 1987,
by Ohio State after succeeding
the legendary Woody Hayes and
compiling a nine-year record of
81-26-1. Before that. he posted a
36-32 record at Iowa State td
Ames. where he took the Cyclones to bowl games in 1977 and
1978 and was named the Big
Eight Coach of the Year In 1976
and 1977 . .
"We went out looking for a
proven performer to head our
football program and am very
happy to say we found such a
person," said Bowlsby. " Earle
Bruce is a pe rson who fits the
UN! philosophy very nicely.
"He's a guy who has had great
success through the years. has
built winners in many different
locations and he's alway s done It
with the utmost In integrity and

honesty with the people with
whom he works and with the kid s
whom he coaches ," added
Bowlsby .
Bruce beca me the second
former OSU coach to arrive in
Cedar Falls in a little more than
two years. Miller repla ced' Jim
Berry as the UN! basketball
coach after resig ning the Buckeye post in 1986. Miller coached In
Columbus, Ohio, for 10 years.
Bruce inherits 32 lettermen,
including 15 starters, from a
team put together by Mudra , who
resigned May 26 after five years
as the Panthers' football coach
with a 44-16-1 mark. Mudra.
nicknamed " Dr. Victory," said
he was retiring to move to
Florida so he could spend more
time with his family and fishing.
"I know that the football
program at the University of
Northern Iowa has been good,"
said Bruce. who toured the UN!
campus and athletic facilities

during the month of June when
little rain fell on Oak Brook, the
Chicago s uburb that this week

and thus was not affected by
watering bans enforced throughout the res t of the suburb.
Ten months ago, Butler had

was under six feet of standing
water while the PCA was trying
to put on the 84th Western. On
Aug. 14, Butler received 8.4

Meigs tables SEOAL request
Appropriations for the 1987-88 school year were modified
Wednesday afternoon when the Meigs Local Board of Education
met in special session.
Treasurer Jane Fry reported that the board also discussed
the Invitation for Meigs Local to rejoin the Southeastern Ohio
Athletic League (SEOAL), but no action was taken and the
matter was tabled until the regular July meeting.

Long Bottom area residents have donated money amounting
to $100 to suffice as a reward to anyone with Information which
would lead to the arrest of the person or persons responsible for
defacing property at the Sand Hill Cemetery at Long Bottom.
Dorsel Larkins, president of the Sand Hill Cemetery trustees,
reports that vandalism at the cemetery has been on-going since
last fall a nd that spray painting of buildings and signs at the
cemetery has been the major problem.
The sheriff's department has been called to the cemetery on
seve'r al occassions, and patrolling of the area by deputies has
been Increased. However, authorities have not caught anyone
defacing the property.
Area residents are also keeping a close watc h on thece.metery
in hopes of catching the vandals,

Robert Storey
COLUMBUS Robert F.
Storey, director of commu nica tions for the West Ohio United
Methodist Annual Conference,
died suddenly on Friday, June 24.
Storey, 56, had served since 1981
as editor of West Ohio NewsUnited Methodist Review.
A native of Tuscaloosa, Alabama. he was a graduate of the
Un lversity of Alabama and the
School of Religion at Vanderbilt
University, Nashville. Storey
served as a local church pastor in
Alabama until his appointment
as director of communications
for the Birmingham Area In 1976.
Storey is survived by his
mother, a son. daughter-in-Jaw
and granddaughter, all of Alabama. A memorial service was
held Wednesday, June 29, at
Maple Grove Methodist Church
in Columbus.

Ora E . Clarke, 86, of Letart,
W.Va., died Wednesday at Pleasant Valley Hospital in Point
Pleasant , W.va., after an extended illness.
A housewife, she was born July·
10. 1901 at Graham Station,
W. \'a., the daughter of the late
Curtis and Desta Clark Grimm.
She was a member of the
Graham Baptist Church.
Survivors.. include three sons,
Char les Clarke Jr., of Pt. Pleasant , W.va., Robert and Ray
Clarke, both of Letart, W.Va.;
and one s ister, Mable Roach of
New Haven, W.Va.; 10 grand·
c hildren; 23 great grandchild. ren; and several great-great
gra ndchildren.

Patrol probes Wednesday mishap
The Gallla Meigs Post, State Highway Patrol is still
Investigating an accident which occurred at 4:02 p.m.
Wednesday in Meigs County on Eagle Ridge Road, 2.2 miles
east of SR. 7.
Troopers said a car driven by Debra F. Drake, 29, Racine,
apparently went left of center forcing another veh icle driven by
Patricia A. Wood, 18, Long Bottom, off the road. There was no
contact between the vehicles.
Wood was Injured and taken to Veterans Memorial Hospital
and treated for minor Injuries.

communities prayed for more
rain, but foreca$ters say the
long-range outlook Is grim and
the "Great Drought of '88" that
has boosted crop prices sharply
this month is far from over.
Showers and thunderstorms
spread early today over m.uch of
the central Plains, and were
widely scattered across much of
the high Plains, over the lower
and middle Mississippi Valley
and a long the At)antlc Coast.
In a 30-day outlook released
Wednesday the National
Weather Service forecast belowaverage rainfall across parts of
the lower Great Lakes and much
of the Ohio Valley Into the middle
Mississippi Valley and predicted
the drought will worsen in the
Midwest in July, then center on
the Southea st by September.

probability of accuracy.
The most critical drought area
extended from theGulfofMexlco
to the Canadian border east of the ·
Continental Divide and west of
the Appalachians. Severe to
extreme drought conditions were
over the interior Pacific Northwest, California, the northern
Plains and Rockies, the Great
Lakes, th.e Ohio and Tennessee
valleys, the southern Appalachians, and northern New England.
The government said Wednesday the drought pushed the
Agriculture Department's farm
price Index up by 5 percent in
June, with wheat zooming by 51
cents a bushel and corn surging
48 cents a bushel.
Soybeans were up $1.57 a
bushel from May In lhe farm
price Index, which measures the
prices paid to farmers for their
grains. ollseeds. hay, fruit, vegetables, livestock and poultry.
"Most grain prices moved up
sharply in June, reflecfing the
widespread drought," the government said.
Widespread showers and thunderstorms doused Farm Belt
states, including parts of the
central Plains and southwest
Missouri, Wednesday afternoon
and evening. It also rained In
South Dakota. Montana and
Colorado.
" We went out and sat In It,"
said Wendy Hooyboer, whose
father, Dan Kelly, operates a
farm near Calhoun, Neb. "When
you're looking at your corn
curling, that's what you want to
do. It's a nice, slow, blessed
rain."
Springfield. Mo., received a
record 3 ¥.. Inches of rain, and
nearly 51nches deluged Wilsey In
eastern Kansas. Hill City, S.D.,
recorded 2 inches in 30 minutes.
